Regular City Council Meeting <br /> Monday,July 21,2014 <br /> Page 25 <br /> Councilmember Laliberte requested that staff provide an estimate in the near fu- <br /> ture for additional city costs such as for appraisals as defined by staff <br /> Specific to the Twin Lakes Parkway extension influence area and displayed map, <br /> Councilmember Laliberte noted hearing interest in developing east of Fairview <br /> Avenue with Hershel Avenue cutting through and connecting to businesses open- <br /> ing up more retail/frontage acres. Whether or not that was a serious proposal or <br /> only a discussion point, Councilmember Laliberte questioned if that property <br /> owner would be upset to hear about this later rather than sooner, and requested <br /> that they be included in the discussion now when other property owners were <br /> consulted. <br /> City Manager Trudgeon advised that all affected property owners were well <br /> aware of this possibility. In assessing regional improvements, Mr. Trudgeon <br /> agreed that it opened up property to additional opportunities, and with that re- <br /> gional distinction, advised that property owners were aware of staffs initial <br /> thoughts at this time. However, Mr. Trudgeon clarified these were simply that — <br /> initial thoughts—and nothing more at this time. <br /> Councilmember Etten clarified that it had been the request of land owners and de- <br /> velopers several months ago to the City Council to connect this development area <br /> and make it more accessible. Councilmember Etten noted that the City Council <br /> agreed in general and agreed to move forward and had thus directed staff to move <br /> as they had done and subsequently presenting this potential option. <br /> In that case, Councilmember McGehee expressed her interest in the Planning De- <br /> partment coming forward with a proposal for what they think. Councilmember <br /> McGehee opined that this was another example of patchwork without a clear pic- <br /> ture for property owners on either side of Fairview Avenue of what the City wants <br /> and without zoning in place or proper text amendments processed. Councilmem- <br /> ber McGehee further opined that it seemed premature to her until there was a bet- <br /> ter determination of traffic and streets for both sides of Fairview Avenue going to <br /> Snelling Avenue. <br /> Councilmember Laliberte asked that, in the future, staff provide presentation ma- <br /> terials in agenda packet materials, which was duly noted by Mr. Culver. <br /> Mayor Roe opined that concerns were being concentrated on the trip calculations, <br /> which had been part of previous considerations; but from his interpretation that <br /> only provided for a starting point, while the Chapter 429 process actually required <br /> proof of the benefit provided. As long as the methodology was not too cumber- <br /> some in time and money for the City to do it, Mayor Roe opined that the actual <br /> modeling would probably prove to be no worse or better than other methodologies <br /> that may be used; which the appraisal process would prove. Mayor Roe stated <br /> that he understood the delineation of benefit areas where trip generation dropped <br />
