4. The proposed use of the property for a one operator beauty parlor will not have an adverse impact on the market value of contiguous properties. The proposed four season porch addition will increase the value of the property and can easily be converted to additional living space in the future. 5. The proposed use of the property for a one operator beauty parlor will not have an adverse impact on the general public health, safety and welfare. 6. The proposed use of the property for a one operator beauty parlor as a home occupation is consistent with the City's Comprehensive Plan's Low Density designation. NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a conditional use permit to allow a beauty parlor as a home occupation at 1120 County Road C2 W be approved subject to the following conditions: 1. The hours of operation must be limited to the following: 7:00 a.m. to 8:00 p.m., Monday through Friday, and 8:00 a.m. to 12:00 noon on Saturday. There shall be no hours of operation on Sunday. 2. There shall be no more than two client cars at the residence at a time, and said cars must be parked on the existing residential driveway. . 3. The beauty parlor shall be limited to one room within the residence. 4. The applicant shall be the sole operator of the salon. 5.
