only a few feet long could cost that much. So, in 1997 I wrote a letter
asking for an extension of this second portion of the first condition to the
variance. This extension was granted.
In June of 1998 we again began asking contractors to give us estimates. We
could not even get a single contractor to come and look at the property.
For now, the project was too small for them and they would only come out if
we would add to the project. They said that they were too busy with new
home construction to do our project.
During this summer we built a small picket- type fence on our property. A
city inspector came to sign off on the project. During this visit I showed
him the curb cut and presented the problem to him. He thought the entire
situation was ridiculous since this curb cut legally is on city property and
not the neighbors property.
This leads us to the summer of 1999 and quite frankly I forgot about the
problem. My husband and I decided to sell our house because we were not
comfortable there anymore. We are closing on the house February 24, 2000.
It is my understanding that the Lockrem/Lange family is unhappy with the
situation. It is also my understanding that the new owners of this property
may be interested in closing off this access to Burke Ave. .
I would appreciate whatever measures that you can do to aid in this
situation. Our realtor has made us aware that if we can not get a waiver
from the city, we will need to get estimates and put money away in an escrow
account at one and a half times the bid we accept. I am very concerned that
this process may cost my family thousands of dollars. It is also in my
opinion very sad that this happening to us even though this curb cut was
made by the city before we even owned the property. I want it to be known
that I was not maliciously negligent. In fact, I work in Forensics for
Ramsey County and tend to follow the rules well. Sometimes, I am even
required to enforce them myself.

Respectfully,
Angela Dunn

2
