<br />2.4 The Ramsey County Assessor's office lists the size of this parcel as 67' x 285' <br />(19,085 square feet); however, the City of Roseville's maps show the size of this <br />parcel as 71.64' x 231.5' (16,585 square feet). The difference in size can be <br />attributed to roadway easements for Alta Vista Drive N and Dale Street N, as well <br />as a utility easement along the southern property line. The 16,585 square foot <br />measurement is the actual size of the buildable portion of the lot, without the area <br />taken by the roadway easements for Alta Vista Drive N and Dale Street N. <br /> <br />2.5 A utility easement is located along the southern ten feet of this parcel. This <br />easement was conveyed to the City in 1986 in conjunction with Project 85-03-1 and <br />contains a six inch water main. <br /> <br />2.6 Sanitary sewer is not available in Dale Street N; therefore, sanitary sewer service <br />would need to be extended across the westerly parcel from Alta Vista Drive N to the <br />easterly parcel. The elevation of Alta Vista Drive is approximately 920 feet, while <br />the elevation of Dale Street N is approximately 910 feet. The sanitary sewer in Alta <br />Vista Drive is also at :1:910 feet, so a grinder and pump will be needed in order to <br />service the new lot. A ten foot wide sanitary sewer easement will also be required <br />along the northern edge of the western lot. Water is available in Dale Street Nand <br />can be extended to service the new lot. <br /> <br />2.7 Concerns have been expressed regarding the soils in the area. It appears that a <br />ravine was located along the eastern portion of the lot in the past and was filled in <br />conjunction with the development of Dale Street. The quality of fill in this area is <br />questionable, as the property owner to the north had to undertake substantial soil <br />correction activities prior to constructing the dwelling on the lot. <br /> <br />2.8 A driveway onto Dale Street N will need to be approved by Ramsey County, since <br />Dale Street N is a county road with a posted speed limit of 45 mph. <br /> <br />2.9 The Planning Commission tabled action on this request at the July and August <br />meetings to allow the applicant additional time to provide the requested additional <br />information. Since this information was not provided, the Planning Commission <br />acted on the request at the September meeting. <br /> <br />2.10 Section 1004.020, City Code, requires a minimum lot area of 11,000 square feet, <br />a minimum lot width of 85 feet, and a maximum floor area ratio of 0.3 for interior lots <br />in an R1 zoning district. <br /> <br />Section 1013.02 outlines the criteria and procedure for considering a variance. <br /> <br />Section 11 04.04E outlines the procedure and requirements for a minor subdivision. <br />If the variance is approved, the parcel will be split into two parcels in accordance <br />with the provisions of this section. <br /> <br />J.J1 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />RCA (PF2926) - 09/22/97 - Page 2 of 5 <br />
