<br />will reflect the materials and colors used in the facade of the Center. The principal <br />material will be brick, with a broken block base, an accent band to match the <br />base/arches, painted metal awnings, painted metal window frames, and a painted <br />metal cap. The four arches will be of a stucco/EFIS product in order to maintain the <br />Taco Bell identity; however, the painted metal awnings, painted metal cap, and <br />accent strip will visually tie the arches to the rest of the building. Efforts are still <br />being made to provide direct pedestrian access to the front of the building (west <br />side) from both Lexington Avenue and Larpenteur Avenue. The detached trash <br />enclosure will be constructed of materials similar to the principal building, be roofed, <br />and be heavily landscaped. <br /> <br />The hours of operation of the proposed Taco Bell were discussed at length at <br />the February 9,1998, City Council meeting. Taco Bell had originally proposed <br />staying open until 2:00 a.m. to accommodate third shift workers; however, it <br />was the general consensus of the City Council that hours should be limited to <br />10:00 p.m. on weekdays and 11:00 p.m. on weekends. Since that meeting, it <br />has been brought to staff=s attention that numerous other businesses in the <br />area have extended hours. Rainbow Foods is open 24 hours a day, Papa <br />Johns (Roseville Center) is open until 11 :00 p.m. on weekdays and 1 :00 a.m. <br />on weekends, Blockbuster Video (Roseville Center) is open until 1 0:30 p.m. on <br />weekdays and 12:00 midnight on weekends, Subway (Lexington Plaza <br />Shoppes) is open until 10:30 p.m. on weekdays and 12:00 midnight on <br />weekends, the last show at the Roseville Theater starts at 9:30 p.m., the bar at <br />Old Mexico (Lexington Plaza), as well as the other two bars in the area <br />(Patrick=s Lounge and Ted=s Liquor & Bar) are open until 1 :00 p.m. Based on <br />this information, Taco Bell has indicated a willingness to close by 12:00 <br />midnight on weekdays and 1 :00 a.m. on weekends, which is consistent with <br />other businesses in the area and does not force them to operate at a <br />competitive disadvantage. <br /> <br />2.7 Proposed Future Tenant (Lot 3). The site formerly occupied by Margolis Nursery is <br />proposed to be used as a separate pad for a future, yet-unidentified retail or service <br />tenant. In general, permitted uses would be those uses allowed as permitted in a <br />SC zoning district, uses only allowed as conditional use in a SC zoning district would <br />require modification to PUD agreement, and uses not allowed in a SC zoning district <br />would be prohibited. Uses requiring no additional City action and specific prohibited <br />uses have also identified, as has the need for a buffer zone on the north edge ofthe <br />parcel. <br /> <br />2.8 Subdivision of Property. The property will be subdivided as shown on the final plat <br />of Roseville Center. <br />2.9 Planned Unit Development/Subdivision Agreement. Bradley Real Estate, Inc. will <br />enter into a Planned Unit Development/Subdivision Agreement with the City which <br />will outline the Developer=s as well as the City=s responsibilities. A final draft of this <br />agreement and exhibits is attached to this report. <br /> <br />2.10 City Code Requirements.
