*

site development/landscape plan (03/03/98)

3. The final plat meets the submittal requirements outlined in Title 11
(Subdivisions) of the City Code. The proposed name of the subdivision is
Roseville Center, which does not duplicate the name of any plat previously
recorded in Ramsey County. The three parcels will be tied together through
the Planned Unit Development/Subdivision Agreement.

4. The proposed project (final development plan and final plat) is in harmony
with the general purpose and intent of the City=s Comprehensive Plan and
Title 10 (Zoning) of the City Code.

5. The proposed project (final development plan and final plat) will not adversely
affect the public health, safety, or general welfare.

6. The $37,259.39 deferred assessment for this property will be waived as
per City Council direction of February 9, 1998. If the existing water
services and supply from St. Paul are adequate to service the
development as proposed, connection to the Roseville water main will
not be required.

7. The final plat will also include the dedication of a 16.5 foot right-of-way
easement for Lexington Avenue along the eastern edge of Lot 2, the
dedication of a 10 foot pedestrian walkway and streetscape easement
over the eastern edge of Lot 1, the dedication of a five foot pedestrian
walkway and streetscape easement over the southern edge of Lot 1, a
five foot streetscape construction and maintenance easement over the
southern edge of Lot 2, and the dedication of utility easements as
required.

8. The installation of pedestrian walkways within the public right-of-way is not
being required at this time, since the entire streetscape along Lexington
Avenue and Larpenteur Avenue will be redeveloped in conjunction with street
reconstruction and resurfacing projects over the next three years. At that
time, pedestrian walkways will be installed and assessed to the adjacent
property owners as part of the overall improvement project.

9. City policy required the dedication of park land or a payment in lieu of park
land dedication in conjunction with the platting of property for a planned unit
development; however, since this property is being redeveloped and no new
buildable parcels are being created, the dedication of park land is not
required.

4.0 PLANNING COMMISSION ACTION

4.1 On January 14, 1998, the Planning Commission recommended approval of the
concept development plan and preliminary plat for this project (7-0).

PF#2963 - RCA (03/10/98) - Page 6 of 7
