<br />REQUESTFORCOUNC~AcnON <br /> <br />DATE: 12/08/97 <br />ITEM NO: H-2 <br /> <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />First Trust, as Personal Representative of Catharina Postema Estate, <br />request for a minor subdivision at 953 Millwood Avenue West <br />(PF#2975). <br /> <br /> <br />1.0 REQUESTEDACnON <br /> <br />1.1 First Trust is requesting a minor subdivision to allow the subdivision of a 3.6 acre <br />parcel into two parcels at 953 Millwood Avenue West. <br /> <br />2Jl BACKGROUND <br /> <br />2.1 First Trust, as Personal Representative for the Catharina Postema Estate, has <br />control of a 3.6 acre parcel at 953 Millwood Avenue West. The property is occupied <br />by a single family residence, is designated as Low Density Residential in the <br />Comprehensive Plan, and is located in an R1, Single Family Residential District. <br />Adjacent land uses are low density residential to the north, south, east and west. <br /> <br />2.2 First Trust is requesting a minor subdivision to allow the subdivision of one existing <br />tax parcel into two parcels. One parcel will be one acre in size and include the <br />existing single family dwelling on the property. The second parcel will be 2.6 acres <br />in size. A sketch plan of the minor subdivision as well as new legal descriptions for <br />the two resulting parcels have been submitted in conjunction with the request. The <br />two resulting parcels will meet the minimum width, depth, and lot area for an R1 <br />zoning district. The request is being made at this time for the purpose of selling the <br />parcel with the existing single family dwelling. <br /> <br />2.3 The requested minor subdivision has been reviewed by Engineering staff. When <br />Millwood was reconstructed in 1996, four sewer and water services were installed <br />on the vacant portion of the parcel in order to provide service for future <br />development. The assessments for these services were included as part of the <br />overall assessment levied to this property for the street reconstruction project. With <br />the subdivision of the original parcel, these assessments will need to be paid in full <br />or re-apportioned. The Engineering staff also indicated that the soils on the vacant <br />portion of the parcel may be problematic, based on their experience with the <br />Millwood reconstruction project. For this reason, soil borings will be required prior <br />to any building permits being issued for construction on the vacant parcel. <br /> <br />P#2975 - RCA (12/08/97) - Page 1 of 2 <br />
