<br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />, <br /> <br />, <br /> <br />, <br /> <br />- <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />Information available from the USDA, USGS and MPCA, conversations <br />with Moundsview School District and NCR Comten personnel, and a <br />professional site inspection were considered to evaluate the <br />potential for soil and/or ground-water and asbestos impacts at <br />the Property. Based upon this information, it is found that: <br /> <br />1) <br /> <br />The <br />1962 <br /> <br />Property was agricultural and/or vacant <br />when a school was constructed on the <br /> <br />until <br />Property. <br /> <br />2) <br /> <br />Shallow ground-water flow direction beneath <br />Property is likely varied, with the majority of <br />towards the depression on the southern edge of <br />Property. <br /> <br />the <br />flow <br />the <br /> <br />3) An underground storage tank (UST) is located north of <br />the building and is assumed to have been installed when <br />the school was built in 1962. <br /> <br />4) A 506 foot deep inactive well is located on the property <br />west of the north end of the building. <br /> <br />5) One CERCLIS, three 1980 Metropolitan Area Waste <br />Disposal Site Inventory, and six spills were documented <br />to occur within a one-mile radius of the Property. <br />Regional and site hydrogeology should prevent potential <br />soil/ground-water impacts from migrating onto the <br />Property. <br /> <br />6) Seven separate suspect asbestos containing materials <br />were identified in the building, two of which appear <br />damaged. <br /> <br />Based on these findings, it is Northern Environmental's <br />professional opinion that the potential exists for environmental <br />liabili ties associated with this Property. Therefore, Northern <br />Environmental recommends that additional investigation be <br />completed prior to purchase of the Property. This investigation <br />should include the completion of soil borings in the vicinity of <br />the identified UST and a more comprehensive asbestos inspection <br />program. <br /> <br />The presumed age of the UST identified at the Property is well <br />beyond its' normal operating life, especially if it lacks <br />corrosion protection. Since no information exists concerning the <br />integrity or operation of this tank, Northern Environmental <br />recommends that additional investigation be completed around the <br />tank to determine whether site soils or ground water have been <br />affected by the UST system. This investigation should include the <br />completion of several soil borings around the UST with field and <br />laboratory screening to identify whether petroleum impacts are <br />present. <br />
