<br />2.5 The existing house is serviced by a sanitary sewer line in Burke Avenue West. <br />Because of the substandard width of the lot, there is not adequate area to re-route <br />the service line. If the request is approved, a new sanitary sewer service from <br />County Road B would be needed for the existing house. Since the sanitary sewer <br />line is located on the north side of the County Road B right-of-way, a County permit <br />would also be required in order to work within the right-of-way. <br /> <br />2.6 Ifthe request is approved, a deferred assessment in the amount of $1.345.09 would <br />need to be paid prior to recording the lot split. This deferred assessment is from <br />three separate improvement projects, including a 1959 sanitary sewer project. a <br />1961 water main project, and a 1965 storm sewer project. <br /> <br />2.7 Section 1004.020, City Code, requires a minimum lot area of 11,000 square feet <br />and a minimum lot width of 85 feet for interior lots in an R1 zoning district. <br /> <br />Section 1013.02 outlines the criteria and procedure for considering a variance. <br /> <br />Section 1104.04E outlines the procedure and requirements for a minor subdivision. <br />If the variance is approved, the parcel will be split into two parcels in accordance <br />with the provisions of this section. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. Section 1004.020, City Code. requires a minimum lot area of 11,000 square <br />feet and a minimum lot width of 85 feet for interior lots in an R 1 zoning <br />district. The existing parcel is 20,456 square feet in area and 79.5 feet in <br />width. <br /> <br />2. The improvement of Burke Avenue created numerous through lots in this <br />area. Since the mid-1970s, several lots in this area have been split such as <br />that being proposed by the applicant; however. most of the lots allowed to be <br />split were wider than this parcel. <br /> <br />3. The sanitary sewer service for the existing house will need to be re-routed <br />to County Road B West, since there is not adequate width for a sanitary <br />sewer easement across the south lot as proposed. A County permit will be <br />required to work within the right-of-way of County Road B West. In addition, <br />the relocation of the service line would need to be accomplished prior to the <br />lot split being finalized by the City. <br /> <br />4. It is the policy of the City to require the dedication of additional right-of-way <br />in conjunction with subdivisions of property if required. The Engineering <br />Department has indicated that an additional ten feet of right-of-way will need <br />to be dedicated for County Road B in accordance with the Ramsey County <br />master street plan. and an additional 15 feet will need to be dedicated for <br /> <br />PF#2983 - RPCA (02/11/98) - Page 2 of 3 <br />
