<br />materials into the mixer and remove the final product resulting in back-up warning <br />system noise. <br /> <br />3.4 In an effort to ascertain the noise impacts of this operation, Ramsey County has <br />obtained sound level measurements of a concrete recycling operation at a gravel <br />pit in South Saint Pau1. Based on the readings taken at this site, projected sound <br />levels were calculated for the Kent Street site. Four separate receptor sites were <br />utilized for these projections (497 Wagner Street, 512 Glenwood Avenue, Ramsey <br />County Women's Detention Center, and corner of Mackubin and Larpenteur). The <br />projected sound levels in decibels (dB) range from 57.6dB to 64.6dB for the <br />concrete recycling activities. For comparison purposes, the measured sound levels <br />for the tub grinder (taken during the demonstration on 1/17/98) range from 60.1dB <br />to 72.4dB; and the measured weekday background sound levels (taken on 1/30/98 <br />and 2/4/98) range from 54.7dB to 68AdB. The MPCA daytime residential standard <br />is 60bB. Sound levels for other uses include 62dB to 65dB for background <br />interstate traffic noise, 1 05dB to 11 OdS for a rock concert, and 11 OdS to 120dS for <br />a jet airplane. <br /> <br />4.0 STAFF COMMENT <br /> <br />4.1 Section 1012.09 of the City Code outlines the provisions for interim uses. An <br />interim use is not required to be consistent with the land use designation identified <br />in the Comprehensive Plan, nor is it required to meet all of the zoning standards <br />established for the district in which it is located. A request for an interim use permit <br />is processed in the same manner as a request for a conditional use permit. In <br />reviewing a request for an interim use permit, the City may attach cOi1ditions and will <br />establish a specific date or event that will terminate the use on the property. In <br />granting an interim use permit, the City Council must also determine that the <br />approval of the interim use permit will not result in adverse impact on the public <br />health and welfare, that the operation is safe to the public, and that there are no <br />additional costs added to the site that would deter a permanent use at a later time. <br /> <br />4.2 The generation of dust and noise, truck traffic and circulation, and erosion are major <br />concerns with this 20 acre site. In an effort the address the City's concerns, <br />Ramsey County has agreed to plant up to 40 coniferous trees on top of the berm <br />at the northern edge of the site, repair the erosion near the culverts that drain the <br />site on the north side of the property, and limit general use hours of the site from <br />7:30 am to 7:00 p.m.. <br /> <br />4.3 The proposed interim use will generate additional noise, dust, and truck traffic. For <br />this reason, permit conditions are needed to mitigate these impacts from creating <br />significant off-site impacts. Stockpiling and batch mixing of materials should be <br />closely monitored and be closed to the public to reduce possible injury or vandalism. <br />Gates or fencing may be an acceptable solution.
