<br />5.0 STAFF RECOMMENDA TION <br /> <br />5.1 Staff recommends approval of Ramsey County's request for an interim use permit <br />to allow concrete crushing and concrete mixing activities with the following interim <br />use permit conditions: <br /> <br />1. Only materials from the Larpenteur Avenue reconstruction project may be <br />crushed and batch mixed at this location. No other construction projects <br />shall be allowed to "piggy-back" on this activity. <br /> <br />2. Stockpiles of concrete to be crushed and/or crushed concrete shall not <br />exceed 20 feet in height and shall remain on the site for a period not to <br />exceed one year. The site shaH be gated and locked when not in operation. <br /> <br />3. Concrete crushing activities shall be limited to a maximum of 15 days <br />between April 1 and May 15 in 1998, a maximum of 15 days between <br />January 1 and May 15 in 1 99~t and a maximum of 10 days during the <br />construction season in 2000. Hours of crushing activities shall be limited to <br />8:00 am to 5:00 p.m., Monday through Friday. <br /> <br />4. Concrete batch mixing activities shall be limited to a maximum of two <br />separate occasions per construction season, for up to five working days per <br />occasion. Hours of concrete batch mixing and hauling activities shall be <br />limited to 7:00 am to 10:00 p.m., Monday through Friday. <br /> <br />5. The County shall notify affected residents in writing at least five days prior to <br />the commencement of concrete crushing or concrete batching activities. The <br />original list of residents to be notified shall be provided the Community <br />Development Director, with the understanding that other residents will be <br />placed on the notification list by requesting such action of the County. <br /> <br />6. The County shall provide the City with a letter from the Minnesota Pollution <br />Control Agency stating that the noise levels of the crushing and batch mixing <br />machinery, carrying belts, loading equipment, and hauling equipment (when <br />all are in operation) do not exceed MPCA noise standards or are exempt <br />from such standards. <br /> <br />7. The County shall submit a proposed landscape plan, berm grading and <br />seeding plan, circulation plan, and erosion control plan to the Community <br />Development Director for review and approval prior to issuance of the Interim <br />Use Permit. The landscape plan shall include the installation of a vegetative <br />screen along~orth berm area of the site. The vegetative screen shall ~ <br />include no fewer than 40 evergreen trees, not less than 6 feet in height <br />planted eight feet on center All plantings, grading, seeding, and erosion <br />control improvements shall be completed by July 1, 1998 . <br /> <br />PF#2985 - RPCA (02/11/98) - Page 4 of 5 <br />
