<br />2.4 In conjunction with the application for a conditional use, the following documents <br />have been submitted and reviewed by staff In preparation of this report: <br /> <br />* <br /> <br />certificate of survey <br />proposed site plan <br />proposed landscape plan/narrative <br />proposed building elevations <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />2.5 The exterior of the existing building is painted brick with a mansard style roof. The <br />proposed addition will be constructed of concrete block with a brick veneer, which <br />will then be painted to match the painted brick of the existing building. The roof of <br />the addition is proposed as a flat roof, rather than extending the mansard style roof <br />line of the existing building. The applicant has been asked to modify the exterior <br />appearance of the existing building and/or addition in order to tie the two building <br />styles together; however, new elevations have not yet been submitted. <br /> <br />2.6 Section 1005.03(B)(7) of the City Code identifies day care centers as a conditional <br />use in a B-1 B zoning district. <br /> <br />Section 1005.01 (0)(2) requires four spaces, plus one space for each 500 square <br />feet in excess of 1,000 square feet of gross floor area for a day care center. For a <br />8,600 square foot facility, a minimum of 19 off-street parking spaces would be <br />required. <br /> <br />Chapter 1010 outlines design standards regulations for commercial and industrial <br />development within the community. These standards are applied to new <br />construction as well as enlargements or alterations of existing buildings and/or uses. <br /> <br />Section 1013.01 outlines the process and standards for issuance of a conditional <br />use permit. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The expansion of the day care facility as proposed will have a minimal <br />impact on traffic in the area. Although the use of the property will not be <br />changing, the number of children being served by the facility will increase. <br />The applicant estimates that an additional 120 trips per day will be generated <br />with the expansion. <br /> <br />2. The expansion of the day care facility as proposed will not have an impact <br />on parks, streets and other public facilities. <br /> <br />3. The expansion of the day care facility as proposed will be compatible with <br />contiguous properties, provided the exterior of the building is modified to tie <br />the two buildings together architecturally in accordance with the City's design <br /> <br />PF#2991 - RPCA (04/08/98) - Page 2 of 4 <br />
