The expansion of the day care facility as proposed will not have an adverse <br />impact on the general public health, safety and welfare, <br /> <br />6. The expansion of the day care facility as proposed is consistent with the City <br />of Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), <br />including the City's design standards (if the exterior of the building is <br />modified to tie the two buildings together architecturally). <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends <br />approval of the request for an amended conditional use permit to allow the <br />expansion of a day care facility at 1875 Perimeter Drive, with the following <br />conditions: <br /> <br />1. The site must be developed in accordance with the site plan submitted and <br />approved in conjunction with the request for an amended conditional use <br />permit. Minor variations from the approved site plan may be approved by the <br />City's Development Review Committee, under the direction of the <br />Community Development Director; however, any substantial departures from <br />the approved site plan will require an amendment to the conditional use <br />permit. <br /> <br />2. The exterior elevations of the building must be modified to tie the existing <br />building and the addition together architecturally, as approved by the City's <br />Community Development Director. While it is not necessary to extend the <br />architecturally dated shingle mansard roof facade, the exterior finish of the <br />addition must conform to the general appearance (scale and proportion) of <br />the existing building; however, painted brick will not be allowed on the <br />addition. <br /> <br />3. Final grading and utility plans must be reviewed and approved by the Public <br />Works Director. Since the site is less than 2.5 acres in size, it is unlikely that <br />on-site ponding will be required by the Rice Creek Watershed District; <br />however, the applicant will need to contact the District for permit <br />requirements. <br /> <br />4.
