one below the wall - will minimize the amount of foundation wall exposed to the
neighboring properties. The landscaping will be installed to screen portions of the
buildings from view and will be consistent with the types of plantings along the creek
corridor. Grades at the northwest comer of the site will be disturbed as little as
possible in order to preserve some of the mature trees in this area. The drainage
of the site will be consistent with the original plan. Additional information and
renderings of landscaping will be presented at the Planning Commission meeting.

2.8 Section 1008 of the City Code outlines the requirements and procedures for a
planned unit development, including amendments to existing planned unit
developments.

3.0 STAFF COMMENT

3.1 In reviewing this request, staff recommended the following findings:

1. The use of the property for a one-story 36-unit assisted care housing facility
for senior is consistent with, master site plan approved in 1993 for this
planned unit development.

2. The re-design of the facility and increased size of individual units will better
serve the residents with dementia being housed in this facility.

3. The modification of the building as proposed will not have an adverse impact
on the general public health, safety and welfare.

4. The modification of the building as proposed is consistent with the City of
Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning),
including the City's design standards.

4.0 STAFF RECOMMENDA TION

4.1 Based on the findings outlined in Section 3.1 of this report, staff recommended
approval of the request to amend the Eagle Crest PUD in order to increase the size
of the building approved for the northwest comer ofthe site from 26,500 square feet
'to 32,900 square feet, with the following conditions:

1. The site must be developed in accordance with the plans submitted and
approved in conjunction with the request for an amendment to the approved
planned unit development (site plan dated 3/9/98; grading, drainage, erosion
control, & utilities plan dated 3/9/98; landscape plan dated 3/9/98; building
floor plan dated 319/98; and exterior building elevations dated 3/9/98). Minor
variations from the approved site plan may be approved by the City's
Development Review Committee, under the direction of the Community
Development Director; however, any substantial departures from the

PF#2995 - RCA (05/26/98) - Page 3 of 5
