<br />1. Retain driveway access to the School on the west side of their property. <br /> <br />2. Relieve the City of ongoing maintenance costs related to maintaining this <br />driveway. <br /> <br />To this end, a number of alternatives exist including: <br /> <br />1. Vacate the right-of-way as proposed and file access easements in favor of <br />both the School and Grace Church to guarantee future use and clarify <br />maintenance responsibilities. If requested, the City could improve the <br />pavement on behalf of the School and Church and provide project financing <br />through assessments. <br /> <br />2. Vacate the right-of-way as proposed adding 33 feet to both the School and <br />Church properties. The School could then construct a driveway within the <br />new 33 feet. If required, the City could construct the improvements and <br />assess the costs to the School. <br /> <br />3. Not vacate the right-of-way, but enter into an agreement with the School <br />and/or church to cover construction costs, maintenance costs and liability. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 While acceptable solutions have been discussed with the School District, this issue <br />has not been discussed with Grace Church since last fall. In order to allow time to <br />finalize a solution acceptable to all parties, staff recommends continuing action on <br />this item to the June 8, 1998 meeting. <br /> <br />PF#2997 - RPCA (04/27/98) - Page 3 of 4 <br />
