Because it is a senior rental project, many residents will drive <br />infrequently or not all which will mitigate any traffic or noise increases. The site <br />has adequate underground and surface parking to minimize parking concerns. <br />In terms of drainage, the site is currently covered with asphalt. Decreasing the <br />amount of asphalt and providing landscaping will greatly improve the drainage <br />and runoff from the site. <br /> <br />In short, there is no reason to maintain an industrial zoning on this parcel, as it is <br />surrounded by medium and high density residential zoning. Furthermore, the <br />Roseville Comprehensive Plan sees the long-term zoning of this site as high <br />density residential. The City Council of St. Anthony has already approved <br />rezoning of the smaller portion of this parcel that lies in their jurisdiction. The St. <br />Anthony Planning Commission and City Council have also approved the above <br />described senior, rental project (see enclosed supporting documents). There is a <br />for affordable, senior, rental housing in Roseville. This project will help <br />meet at need. <br /> <br />
