<br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. Both parcels are currently substandard parcels of record. Consolidating the <br />two parcels into one buildable parcel for a new single family home will create <br />a new parcel with an area similar to other parcels in the neighborhood. <br />2. Reducing the north side yard setback to five feet and the south front yard <br />setback to 30 feet will also bring the proposed building envelope in line with <br />other parcels in the neighborhood. <br />3. The substandard sizes of the existing parcels creates practical difficulties in <br />creating a buildable lot with a building envelope of adequate size for a new <br />single family home. <br />4. The proposed variances are in harmony with the general purpose and intent <br />of the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br />5. The proposed variances, if granted, will not adversely affect the public health, <br />safety, or general welfare. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outline in Section 3.1, staff recommends approval of the <br />request for variances to reduce the minimum lot area to 10,875 square feet and the <br />minimum lot width to 87 feet for the purpose of consolidating two substandard lots <br />into one buildable lot. Staff also recommends approval of variances to reduce the <br />north side yard setback to five feet and the south front yard setback to 30 feet for <br />the purpose of establishing a building envelope for a new single family dwelling at <br />2100 William Street North. <br /> <br />5.0 PLANNING COMMISSION RECOMMENDA TION <br /> <br />5.1 On May 27, 1998 the Planning Commission held a hearing regarding the variance <br />requests. The Commission heard from a nearby neighbor, Brad Krump, AlA, who <br />recommended a 10 foot side lot setback and a 25 foot side corner setback. The <br />Commission recommended approval of the variances to reduce the minimum lot <br />area to 10,875 square feet and the minimum lot width to 87 feet for the purpose of <br />consolidating two substandard lots into one buildable lot and variances to increase <br />the north side yard setback to ten feet while reducing the south front yard setback <br />to 25 feet for the purpose of establishing a building envelope for a new single family <br />dwelling at 2100 William Street North, based on the findings outlined in Section 3.1 <br />of this report. <br /> <br />RCA (PF#3001 B) - 06/08/98 - Page 3 of 4 <br />
