RoseviHe Housing Funck would be used for the purchase and
administrative fees associated with the purchase, if approved.

2.0 Background

2.1 A housing replacement program was established in 1996 to help the City purchase
outdated or non-code compliant structures that could not be economically
rehabilitated or sold on the open market. The purpose of the program is to replace
deteriorating lower value housing on scattered sites throughout the City with larger,
higher value housing designedffor families. The goal of the program is to increase
the property value of the home and improve the value and aesthetics of the
neighborhood properties.

2.2 The_ tax forfeiture property located at the corner of William and Burke in RoseviHe
abuts the home located at 2100 William Street which was purchased by the City
under the Housing Replacement Program. To effectively replace this current home
with a new home the two lots must be combined. Individually, both lots are too
small to build a new home.

3.0 Propertv Facts

3.1 The tax forfeiture property is 47' X 125' vacant land lot on the corner of William
and Burke Streets (map attached). The size of the lot does not meet the
standards for a buildable lot in the City of RoseviHe. The property is located in R-
1 zoning district.

3.2 Ramsey County offered the property to the City under the tax forfeiture
proceeding. The land is currently not generating any tax revenue for the City.

RCA - Burke Tax Forfeited 06/08/98 - Page 1 of 2
