<br />(Based on the size of the Huberty lot, it would be possible to divide the Huberty site into 5-6 <br />single family lots with a roadway along one edge.) Adjacent land uses include Central Park <br />to the south, east, and west. To the north is railroad right-of-way and County Road C. <br />Further east and south are single family residential areas, and further north across County C <br />are the Owasso Ballfields and single family residential area. <br /> <br />2.2 Prince of Peace Lutheran Church and Senior Housing Partners, LLC, are proposing to <br />construct a 56-unit three-story senior housing building with underground parking in the <br />northwest portion of the site. In conjunction with this project, a shared parking area would <br />be constructed in the southeast portion of the site facing the church's main entrance. <br />Because of the joint use of the site for both church and senior housing uses, rezoning of the <br />site is to a mixed use Planned Unit Development. Since the highest use is the senior housing <br />building, the underlying zoning will need to be high density residential (churches are allowed <br />as a permitted use in most residential zoning districts). The Comprehensive Plan will also <br />need to be amended to change the future land use designation of the church site ffom Church <br />to High Density Residential and the Huberty site from Low Density Residential to High <br />Density Residential. <br /> <br />2.3 The senior housing facility as proposed includes 56 units on three floors, with a heated <br />underground parking garage with one space for each unit and an elevator serving each floor. <br />Combined with surface parking, 71 parking spaces are proposed. The exterior of the building <br />as proposed is pre-finished lap siding with face brick wainscoting and asphalt shingles. The <br />building will include a dining/lounge area, a guest room, and a terrace on the main level. <br />There will be 12 one-bedroom unit, ranging in size ffom 748 square feet to 994 square feet, <br />and 44 and two-bedroom units, ranging in size ffom 908 square feet to 1342 square feet. All <br />units will have a deck or patio, as well as a washer and dryer. The selling price per share in <br />the cooperative will range ffom $25,000 to $50,000, with the monthly housing expense <br />ranging ffom $600 to $1100. <br /> <br />2.4 The Planning Commission held a sketch plan review of this request on July 8, 1998. At this <br />meeting, the overall project was presented and two alternative site plans were reviewed. In <br />one site plan, the senior housing building was located in the southeast portion of the site. In <br />the second site plan, the senior housing building was located in the northwest portion of the <br />site. The senior building at this time was proposed as a 60-unit four-story building with a <br />56 space underground parking garage. The height and bulk of the building were discussed, <br />as well as the impact of the building on the park and adjacent properties. The Planning <br />Commission asked for more architectural detail on the structure, a visual analysis that <br />clarifies the visual impacts of the property on the park and adjacent properties. The <br />Planning Commission also expressed a preference for the site plan that placed the <br />building in the northwest portion of the site and asked the applicant to meet with the <br />Park and Recreation Commission to review the impacts of the project on Central Park, <br />both pro and con. <br /> <br />2.5 The Park and Recreation Commission reviewed the request on August 4, 1998.
