The Commission also <br />expressed concerns with the impact of the structure on the park, the need to retain as much <br />existing vegetation as possible, a preference for a shared parking area with the park, and a <br />preference to construct only as many parking church spaces as actually needed at this time. <br /> <br />2.6 The Planning Commission held a second sketch plan review of this request on August 12, <br />1998. The plan presented at this meeting showed the senior housing building placed in the <br />northwest comer of the site and reduced the size of the senior building to 56-units and three <br />stories (current proposal). A height comparison was also presented which showed that the <br />peak of the roof of the senior housing building was approximately three feet higher than the <br />main peak of the church building. The relationship of the building to pathways and the <br />proposed parking lot was also reviewed. <br /> <br />2.7 On December 9, 1998, the Commission requested the developer to provide more line-of-sight <br />analysis. The Commission also requested the staff to analyze whether other similar sites are <br />available in Roseville (see the attached memo). <br /> <br />2.8 On December 14,1998, the City Council requested staff to investigate other options that may <br />be available for the Church and the City to acquire and develop the Church parking lot (see <br />the attached memo to City Manager, Steve Sarkozy). <br /> <br />2.9 Section 1008 of the City Code outlines the requirements and procedures for a planned unit <br />development, including a planned unit development in shoreland management district. The <br />property included in this proposal is within the shoreland management district of Bennett <br />Lake. <br /> <br />Section 1016.24 outlines additional planned unit development requirements for a planned <br />unit development in a shoreland management district. These standards require a maximum <br />floor area coverage (building footprint) of30%, minimum open space of 50% of the site, and <br />a maximum impervious surface coverage of 25% unless water is retained on site. <br /> <br />3.0 Staff Comment <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. The Comprehensive Plan designates the church parcel as Church and the residential <br />parcel to the south as Low Density Residential. The Comprehensive Plan also <br />includes numerous goals and policies that support the development of a project such <br />as this, which are based on the following vision statement for residential areas: <br /> <br />Roseville shall be a community with an appropriate balance of attractive, <br />safe, well maintained housing alternatives. These alternatives shall be <br />available without discrimination in appealing, well kept, crime deterring <br />neighborhoods.
