The relationship of the building to <br />pathways and the proposed parking lot was also reviewed. <br /> <br />2.7 On December 9,1998, the Commission requested the developer to provide more line-of- <br />sight analysis. The Commission also requested the staff to analyze whether other similar <br />sites are available in Roseville (see the attached memo). <br /> <br />2.8 On December 14,1998, the City Council requested staff to investigate other options that <br />may be available for the Church and the City to acquire and develop the Church parking <br />lot (see the attached memo to City Manager, Steve Sarkozy). <br /> <br />2.9 Section 1008 of the City Code outlines the requirements and procedures for a planned unit <br />development, including a planned unit development in shoreland management district. <br />The property included in this proposal is within the shoreland management district of <br />Bennett Lake. <br /> <br />Section 1016.24 outlines additional planned unit development requirements for a planned <br />unit development in a shoreland management district. These standards require a <br />maximum floor area coverage (building footprint) of 30%, minimum open space of 50% <br />of the site, and a maximum impervious surface coverage of 25% unless water is retained <br />on site. <br /> <br />3.0 Staff Comment <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. The Comprehensive Plan designates the church parcel as Church and the <br />residential parcel to the south as Low Density Residential. The Comprehensive <br />Plan also includes numerous goals and policies that support the development of <br />a project such as this, which are based on the following vision statement for <br />residential areas: <br /> <br />Roseville shall be a community with an appropriate balance of attractive, <br />safe, well maintained housing alternatives. These alternatives shall be <br />available without discrimination in appealing, well kept, crime deterring <br />neighborhoods. Each neighborhood shall have appropriate City services, <br />parks, and open space located in an environment that provides adequate <br />educational, occupational, and spiritual opportunities. <br /> <br />An excerpt from the goals and policies section of the Comprehensive Plan is <br />attached. These goals and policies stress the need for a mix of housing styles and <br />types to meet the needs of a broad range of citizens. <br /> <br />2. In 1998, the City conducted a senior housing market feasibility study with the <br />consulting firm of Health Planning and Management Resources. The proposed <br />project could meet the identified need for senior housing in Roseville, as revealed <br />by the study, ifthe units are affordable and are sold/rented to Roseville residents. <br /> <br />PF3049 - RPCA (01/13/99) - Page 4 of 8 <br />
