higher than the main peak of the church building. The relationship of the building to
pathways and the proposed parking lot was also reviewed.

2.7 On December 9,1998, the Commission requested the developer to provide more line-of-
sight analysis. The Commission also requested the staff to analyze whether other similar
sites are available in Roseville (see the attached memo).

2.8 On December 14,1998, the City Council requested staff to investigate other options that
may be available for the Church and the City to acquire and develop the Church parking
lot (see the attached memo to City Manager, Steve Sarkozy).

2.9 Section 1008 of the City Code outlines the requirements and procedures for a planned unit
development, including a planned unit development in shoreland management district.
The property included in this proposal is within the shoreland management district of
Bennett Lake.

Section 1016.24 outlines additional planned unit development requirements for a planned
unit development in a shoreland management district. These standards require a
maximum floor area coverage (building footprint) of 30%, minimum open space of 50%
of the site, and a maximum impervious surface coverage of 25% unless water is retained
on site.

3.0 Staff Comment

3.1 In reviewing this request, staff made the following findings:

1. The Comprehensive Plan designates the church parcel as Church and the
residential parcel to the south as Low Density Residential. The Comprehensive
Plan also includes numerous goals and policies that support the development of
a project such as this, which are based on the following vision statement for
residential areas:

Roseville shall be a community with an appropriate balance of attractive,
safe, well maintained housing alternatives. These alternatives shall be
available without discrimination in appealing, well kept, crime deterring
neighborhoods. Each neighborhood shall have appropriate City services,
parks, and open space located in an environment that provides adequate
educational, occupational, and spiritual opportunities.

An excerpt from the goals and policies section of the Comprehensive Plan is
attached. These goals and policies stress the need for a mix of housing styles and
types to meet the needs of a broad range of citizens.

2. In 1998, the City conducted a senior housing market feasibility study with the
consulting firm of Health Planning and Management Resources. The proposed
project could meet the identified need for senior housing in Roseville, as revealed
by the study, ifthe units are affordable and are sold/rented to Roseville residents.

PF3049 - RPCA (01/13/99) - Page 4 of 8
