<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 01/13/99 <br />ITEM NO: <br /> <br />Department Approval: <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br />CONTINUED ITEM <br /> <br />Prince of Peace Lutheran Church and Senior Housing Partners, LLC request <br />for an Comprehensive Plan amendment (CH and LR to HR) and concept <br />development plan approval for planned unit development on 8.24 acres <br />including the existing Prince of Peace Lutheran Church, a 56-unit three- <br />story senior housing building, and an off-street parking area (PF3049). <br /> <br />Update: <br />On December 9, 1998 the Roseville Planning Commission held a public hearing on the Prince of <br />Peace request (PF 3049). The Commission closed the hearing and requested the City Council to <br />provide more time for project review. The Commission requested staff to provide a review of other <br />sites in the community that could create a precedent (review is attached). The Commission also <br />requested the development team to prepare sight-line studies and vegetation analysis (review of some <br />viewpoints is attached). The Church also did a photo inventory of parking overflow on m~or church <br />events (review of some view points is attached). The City Manager has followed up on a request by <br />the Council to determine if there was Church interest in a joint parking lot project. The Church <br />decided the joint parking lot was not in their interest (letter is attached). Finally, staff reviewed <br />Commission and public comment from the hearing and updated some of the facts in the <br />comment/findings section, concluding that from a land use perspective, the use is still appropriate, <br />but a more sophisticated and detailed site and building design would be necessary before this concept <br />issue reaches the Council. <br /> <br />Item Description: <br /> <br />On December 14, 1998 the City Council approved an extended review period to March 9, 1999. <br /> <br />1.0 Requested Action <br /> <br />1.1 Prince of Peace Lutheran Church and Senior Housing Partners, LLC are requesting an <br />amendment to the City's Comprehensive Plan to change the future land use designation <br />of a 6.13 acre parcel from Church to High Density Residential (2561 Victoria Street North <br />- Prince of Peace Lutheran Church) and the designation of a 2.11 acre parcel from Low <br />Density Residential to High Density Residential (2555 Victoria Street North - Lloyd <br />Huberty Et AI). Prince of Peace Lutheran Church and Senior Housing Partners, LLC, are <br />also requesting concept development plan approval on the combined site of 8.24 acres for <br />a mixed use planned unit development including the existing Prince of Peace Lutheran <br />Church, a 56-unit three-story senior housing building, and an off-street parking area. <br /> <br />1.2 A planned unit development is a zoning district which may include single or mixed uses, <br />one or more lots or parcels, and is intended to create a more flexible, creative and efficient <br />approach to the use ofland. In considering proposed planned unit developments, the City <br />considers all standards and purposes of the Comprehensive Land Use Plan to achieve a <br />maximum coordination between the proposed development and the surrounding uses, the <br />conservation of woodlands and wetlands, and the protection of health, safety and welfare <br /> <br />5 <br />
