<br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing the request, staff made the following findings: <br /> <br />1. The proposed sign and variance requests are not in harmony with the <br />general purpose and intent of the City's Comprehensive Plan and Title 10 of <br />the City Code (Zoning). There is adequate area to move back the sign to a <br />point 40 feet from the front property line without interfering with the flow of <br />traffic on the site. No parking space will be lost with the replacement sign at <br />a forty foot setback because the sign could set between parking spaces. <br />However, with the small size of the lettering on the sign, this location would <br />not serve the customer well - it would be difficult to see from Lexington <br />Avenue. <br /> <br />2. The proposed sign variance (with six tenants advertising), if granted, will not <br />adversely affect the public health, safety, and general welfare. Because the <br />size of the sign has changed, it is more readable and may not slow traffic. <br /> <br />3. The substandard parking lot setback on the parcel creates a physical <br />hardship for the applicant. Locating a sign at the required 30 foot setback <br />would place it in the middle of the drive aisle of the parking lot. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outline in Section 3.1, staff recommends denial of the request <br />for sign variances to reduce the setback of a pylon sign to 5 feet (from the property <br />line along Lexington Avenue North), increase the area to 200 square feet, and <br />increase the height to 30 feet for the purpose of constructing a new pylon sign at <br />Lexington Plaza - 1698-1752 Lexington Avenue as proposed with the following <br />provisions: <br /> <br />1. A wood bumper base or a masonry planter box must be installed at the base <br />of the sign to protect the sign from cars (and car doors) bumping the sign <br />and, as approved by the Community Development Director. <br /> <br />2. The new sign must not exceed 200 square feet in area per face and 30 feet <br />in overall height. <br /> <br />3. The roof sign (Lexington Plaza) and the two freestanding pylon signs (Moto <br />Photo and Earl's Pizza) must be removed prior issuance of the permit for the <br />new sign. <br /> <br />4.
