Based on these factors, the proposed location will best serve <br />the needs of the applicants and will have the least impact on adjacent property <br />owners. There is also a heavily wooded area of both coniferous and deciduous <br />trees between the roadway and the proposed location of the garage which will <br />provide screening of the garage from the roadway_ The topography of the parcel, <br />the location of the sanitary sewer service, the wooded nature of the parcel, <br />and the location of the house on the property creates a physical hardship for <br />the applicant. <br /> <br />2.3 The proposed detached garage has been designed to match the design and <br />appearance of the house. The roofline of the garage will match the roofline of the <br />existing house and the exterior finish of the garage will be masonite painted to <br />match the redwood on the house. The existing house does have a tuck-under two <br />car garage; however, the Martincos would like to convert this area to living space <br />in the future. The proposed building does not exceed the allowable area for an <br />accessory building on this property, Based on a Jot width of 175 feet, the maximum <br />allowable accessory building area for this lot is 1000 square feet. <br /> <br />2.4 It is the policy of the City of Roseville to encourage reinvestment and improvement <br />of residential properties within the community. <br /> <br />2.5 It is also the policy of the City of Roseville to issue minor variances when there is <br />a hardship or practical difficulty, provided the property is located in an R-1, Single <br />Family Residential District, and used for re~idential purposes. <br /> <br />2.6 Section 1004.01(A), City Code, states "no accessory building shall be erected or <br />located in any yard other than the rear yard." <br /> <br />Section 1004.02(0)(4) requires a front yard setback of no less than 30 feet. <br /> <br />3.0 MINOR VARIANCE COMMITTEE <br /> <br />3.1 The request for the variance included the required application form, a sketch of the <br />property, a written statement from the applicant, and written approval from the <br />adjacent property owners affected by the variance (Merlyn Scroggins at 2237 <br />Cleveland Avenue North, Charles Mungmann at 2182 Acorn Road, and Elizabeth <br />Boryczka at 2250 Acorn Road). <br /> <br />3.2 The Minor Variance Committee reviewed this request on Tuesday, August 4, 1998. <br />Mr. and Mrs. Martinco were present to review their proposal and answer questions. <br />The Minor Variance Committee also met Mrs. Martinco on site on August 5, 1998, <br />to review the request and discuss alternative locations.
