existing stations wi II be necessary regardless of growth to serve existing residents and
employees. From a pure marginal perspective, therefore, new growth will not necessitate the
need for additional fire station capital costs.

It was also indicated that there would be no need for additional fire vehicles and equipment other
than routine replacement at the end the useful life. Therefore, new growth will not necessitate
the need for new vehicles and equipment. Depreciation costs are included in the growth related
operating costs (see Section V, Part B). New growth will therefore contribute to the depreciation
costs of fire vehicles and equipment.

C. PubHc Works

1. Vehicles and Equipment

Based on discussions with department staff, there will be no additional road miles added to the
City from redevelopment and infill projects. There is therefore no need for additional vehicles
and equipment from new growth.

2. Public Works Buildings and Facilities

...... ."

The Public Works Department currently operates out of a 52,000 square foot facility. Based on a
review of the CIP and discussions with City staff, there are no plans for major building
renovation or conslruction and new building space will not be necessary to maintain the level of
service. Therefore. for purposes of the fiscal analysis. no Public Works building costs will be
inclll-red. .
. . ~ --

Page 30

Tischler & Associates. Inc.
