MIXED USE DEVELOPMENT SITE <br /> <br />-- <br /> <br />1.0 REQUEST: <br /> <br />The City of Roseville is seeking proposals &om qualified developers and/or <br />development teams to design and develop a .park complementary" mixed use <br />development within 25 percent of an 8 acre city owned site located at the southeast <br />comer of Lexington and County Road .B", (Refer to map - 2). <br /> <br />2.0 DEVELOPMENT OBJEcrlVES: <br /> <br />It is the objective to facilitate park compatible and complementary development of <br />approximately 25 percent of an 8 acre City owned site, Approximately 6 acres will be <br />dedicated to neighborhood park and neighborhood activities and the remaining 2 acres <br />to be developed as park complementary private or public/private space that would <br />enhance the adjacent neighborhood park. The private development could include both <br />indoor and outdoor projects and should incorporate design and procedure guidelines <br />&om the Roseville Cornerstone Program. (see attached guidelines). In addition. <br />recommendations &om the Planning and Park & Recreation Commission should be <br />considered when developing a proposal, The Planning Commission considered a chart <br />of uses and impact factors as they discussed the issues surrounding development of the <br />site. The Planning Commission recommended the review of all complimentary uses but <br />no single purpose retail or housing would be acceptable. Examples included a <br />combination of day care (senior and/or child). coffee/ice cream/deli shop. craft/book <br />store, public/private multipurpose space. meeting and education classroom space, <br />private or public school space. history display space and limited complementary <br />housing. Both Commissions recommended limiting parking through shared use with <br />the park but no drive connection of parking lots through the park. <br /> <br />The City intends to retain ownership of all of the land, but will extend long term <br />land lease terms to the successful developer for the 2 acre portion of the site. It is <br />the City's desire to enhance the neighborhood park. increase the tax base of the City. <br />and provide quality opportunities for park complementary indoor and outdoor uses. <br />The development must provide a quality aesthetic physical environment while <br />protecting and enhancing the open space and park environment of the site and the <br /> <br />City of Roseville <br /> <br />Page 1 of7 <br /> <br />Lexington & B - RFP <br />
