In addition. <br />the developer must provide City income projections to assist in evaluating the financial <br />feasibility of using revenues from the project to upgrade and maintain the 6 acre park <br />site. <br /> <br />3.0 GENERAL BACKGROUND <br /> <br />3.1 City of Roseville - The Community: <br /> <br />The City of Roseville, encompassing an area of 14.3 square miles. has over 35.000 <br />residents and is a well planned. first ring suburb strategically located on the northern <br />side of the Twin Cities Metropolitan area (refer to location map -1). In 1998. the City <br />celebrated its SOli>. year as a city. <br /> <br />Roseville's strategic regional location and excellent access have influenced the location <br />of many businesses including Unisys. Advanced Circuits. Multech. Micron. Computype. <br />Pentair. Hughes Institute. Diametrics Medical. U.V. Color. Liberty Check. and the <br />Rosedale Regional Shopping Mall Interstate 35W (110.000 trips per day) and State <br />Highway 36 (70.000 trips per day) provide quick and easy access to St. Paul. <br />Minneapolis. the International Airport. and the rest of the metropolitan area. <br /> <br />The City has many high quality residential neighborhoods and a housing base with over <br />15.000 units. 9.000 of which are single family. Roseville has experienced new single <br />family and townhome construction in the past few years. including Owasso Hills move- <br />up single family and townhome units. Southwinds single story Townhomes. Rose Villa <br />Townhomes. Rose Town Ridge Townhomes and Concordia Townhomes. In addition. <br />the City continues to provide housing rehabilitation programs to ensure that there are <br />resources available for reinvestment in the established neighborhoods. The <br />reinvestment in neighborhoods is evidenced by the increase in remodeling permits <br />over the past several years. In 1998. over 150 single family renovation permits were <br />issues with a value of over $2.5 million. <br /> <br />A senior housing study. completed inl998 by Health Planning and Management <br />Resources. Inc.. illustrated that the City has over 1,100 senior housing units and nearly <br />700 nursing home units. There is a need in the community for over 125 moderately <br />priced units for seniors on fixed incomes. <br /> <br />A survey of Roseville residents. completed in 1998 by Decision Resources. Ltd.. found <br />that residents are very satisfied with the quality of life in the community; that the <br />median length of residency was over 13 years and the median adult age was 50.2 years. <br />with 41 percent of the adults being over the age of 54. Median household income in the <br />community was reported as $46.850.
