Information from Site Reconnaissance and Interviews <br /> <br />A Site reconnaissance was conducted by a Braun Intertec environmental scientist on <br />Monday April 26, 1999. Braun Intertec spoke with Ms. Cathy Bennett, economic development <br />director, for information regarding the Site. <br /> <br />D.I. Known Current and Past Uses of the Site and Adjoining Properties <br />At the time of this assessment, the Site consisted of a 1.98.acre undeveloped lot currently used as a <br />park. <br /> <br />Ms. Bennett provided the chronological history for the Site. The Site was first developed for a one- <br />room frame school building in ] 892-1893. A four-room brick school building replaced the wood. <br />frame school in 1929. Multiple expansions took place at the school from 1951 through 1966. The <br />last classes were held during the 1975-1976 school year. Beginning in 1976~ the building served as a <br />school for special needs students and for school district office space until 1991. Due to severe <br />deterioration, the building was demolished in the spring of 1993. <br /> <br />The Site was bordered on the north by County Road B with commercial and residential properties <br />located beyond, on the east by Lexington A venue with commercial properties located beyond, on the <br />south by an outdoor skating rink with Eldridge A venue and residential properties located beyond, <br />and on the west by park land with Lindy Avenue and residential properties located beyond. ASite <br />sketch and Site photographs taken at the time of the reconnaissance are attached in Appendices B <br />and E, respectively. <br /> <br />D.2. Site Layout <br />During the reconnaissance, the Site and local topography appeared relatively flat. <br /> <br />D.3. Hazardous Substances and Petroleum Products <br />No leaks or spills of hazardous substances were noted during the reconnaissance of the Site. <br />However, an approximate 4-foot by 8-foot vault was identified on the south-central side of the Site. <br />Two employees from the City of Roseville were on hand at the time of the reconnaissance to remove <br />the steel plate that covered the entrance to the vault. The vault appeared to be approximately eight to <br />ten feet deep and contained the following debris materials: <br />
