<br />A. Introduction <br /> <br />A.L Purpose <br />Braun Intertec Corporation (Braun Intertec) received authorization from Ms. Cathy Bennett of the <br />City of Roseville (User) to conduct a Phase I environmental site assessment (Phase I ESA) of the <br />Site. This Phase I ESA has been prepared on behalfofand for the use by the City of Rosevi1le in <br />accordance with the contract between the City of Roseville and Braun Intertec, which includes the <br />Braun Intertec General Conditions. No other party has a right to rely on the contents of this Phase I <br />ESA without the written authorization of Braun Intertec. <br /> <br />The purpose of this Phase I ESA was to evaluate the Site for indications of "recognized <br />environmental conditions," as defined by ASTM Practice E 1527-97 as: The presence or likely <br />presence of any hazardous substances or petroleum products on a property under conditions that <br />indicate an existing release, a past release or a material threat of a release of any hazardous <br />substances or petroleum products into structures on the property or into the ground, groundwater or <br />surface water of the property. The term includes hazardous substances or petroleum products even <br />under conditions of storage and use in compliance with local and state regulations. The term is not <br />intended to include de minimis conditions that generally do not present a material risk of harm to <br />public health or the environment and that generally would not be the subject of an enforcement <br />action if brought to the attention of regulatory governmental agencies. <br /> <br />A.2. Scope of Services <br />The services provided for this project consisted ofthe following: <br /> <br />. A description of the Site location, current use and improvements and surrounding area. <br />. A general description of the topography, soils, geology and groundwater flow direction at <br />the Site. <br />. A review of reasonably ascertainable and practically reviewable regulatory information <br />published by state and federal agencies, health, and/or environmental agencies. <br />. A review of the history of the Site, including aerial photographs, fire insurance maps, <br />directories, and other readily available Site development data. <br />. A reconnaissance and environmental review of the Site, including an assessment of the Site <br />for indications of hazardous materials, petroleum products, polychlorinated biphenyls <br />(PCBs), wells, storage tanks, solid waste disposal, pits and sumps, and utilities. <br />. An area reconnaissance, including a brief review of adjacent property uses and any pertinent <br />environmental information noted in the Site vicinity. <br />. Interviews with current owners and/or occupants of the property. <br />
