After I met with <br />you, I talked to Jim Larsen and Don Bluhm in Environmental Services. Their responses to the <br />questions that were raised during our meeting follow: <br /> <br />Surface Water Management (James Larsen, 651-602-1159) <br /> <br />The surface water management plan contained in the city's update is dated February 1990 (Book <br />2, Section 8D). This plan was prepared before the Metropolitan Council received statutory <br />authority to review plans and before the Capitol Region Watershed District was established. <br />Many watershed organizations have a minimum size or threshold for reviewing projects, some <br />smaller projects may be exempt from review by a watershed organization and some do notreview <br />permits at all. This could mean that some projects would not be subject to stormwater <br />management, erosion and sedimentation controls unless the city of Roseville has a subdivision, <br />zoning ordinance, or some other local control for review of these projects. The Metropolitan <br />Council needs to know what policies the city of Roseville has in place for sedimentation, erosion <br />control and permanent storm water management to regulate those projects that may not be <br />reviewed by one of the three watershed organizations in your community. If the city does have <br />regulations that address these concerns, please provide a copy so that it can be reviewed. If not, <br />a copy of a "Model Storm Water Management Ordinance" is enclosed to use in the development <br />of your ordinance. <br /> <br />Finding #2 in the proposed resolution that was faxed to me states that one year after the <br />watershed organizations have completed their plans and revisions, the city of Roseville will <br />incorporate these standards and requirements. Some of the watershed organizations are not <br />scheduled to have plans done until 2001 or 2002. This date is considered too far in the future to <br />wait for a revised surface water management plan. Current Council policy and practice call for <br />local adoption of necessary land use control modifications incorporating Interim Strategy criteria <br />within 120 days of local comprehensive plan adoption. <br /> <br />Sewers (Don Bluhm, 651-602-1116) <br /> <br />A sewer map of the city's system is required as part of the Tier I plan. The Metropolitan Council <br />Environmental Services Division (MCES) has developed digital information on all local <br />sewersheds (service areas to the interceptor system) as part of our GIS initiatives. This <br />information can be provided in an acceptable format to assist in the preparation of the requested <br />information. <br /> <br />The Tier II requirements for the comprehensive plan require projected flow information.
