<br />" <br /> <br />7'-'fq..q~ <br /> <br />REQUEST FOR COUNCIL DISCUSSION/DIRECTION <br /> <br /> <br />City Manager Approval: <br /> <br />DATE: 07/19/99 <br />ITEM NO: <br />Agenda Section: <br /> <br />Allied Building Supply Outdoor Storage Report <br />1920 County Road "C" (PF3083) <br /> <br />1.0 Background <br /> <br />The purpose of this discussion is to explore the possible solutions to Allied Building Supply's <br />outdoor storage dilemma and the reasons why the Company cannot indefinitely adhere to the <br />Council's emergency permit that ends at the end of 1999. Allied wishes to be a cooperative <br />business and neighbor, but expresses concern about the December 1999 deadline and is looking <br />for alternative solutions <br /> <br />Allied (with over 30 employees) continues to have large demand for roofing materials which are <br />stored outdoors, ready for delivery to the construction site. Allied's business in roof materials, <br />alone, has unexpectantly increased threefold in the past two years due to roof repairs (and <br />general construction growth). The Company likes the 40,000 s.f. Roseville building because of <br />the central distribution location. Derek Schuck, the Allied Manager, estimates that to close down <br />the roofing division of his company in December (at the end of the current emergency permit), <br />will lay off up to 12 employees. He has worked with the State to find alternative sites, and with <br />realtors to buy or lease a larger site with approved outdoor storage. In addition, the company has <br />explored acquiring other roofing companies if they have outdoor storage with no success to date. <br /> <br />Allied is located in an I -I zone. Outdoor storage is not a permitted use within the "1-1" Light <br />Industrial Zone. New outdoor storage was only approved on the Allied site as an emergency <br />measure from March, 1999, through December of 1999. Conditions included: <br /> <br />1. All exterior stored materials shall be placed behind the rear building line of the <br />building and screened from view of front and side property lines with temporary <br />wood fencing as approved by the Community Development Director. <br /> <br />2. All exterior stored materials shall be stored in such a manner to provide <br />emergency access to all sides of the building, as approved by the Fire Marshal. <br /> <br />3. Exterior storage of materials after December 31, 1999 shall be considered a <br />violation of the City Code. <br /> <br />4. The City Council may discontinue the emergency temporary storage as a violation <br />of the City Code without further cause. <br />
