<br />.... <br /> <br />There is pre-existing outdoor storage next door, but the intensification of a pre-existing non- <br />conforming outdoor storage use (Casci's outdoor storage) is not allowed by the Roseville City <br />Code, Section 1011.02 which states: <br /> <br />1011.02 <br /> <br />Existing Structures or Uses: Except where specifically limited elsewhere <br />in this Code any nonconforming use may be continued but may not be <br />extended, expanded, intensified, or changed, unless to a conforming use. <br /> <br />Currently Allied is attempting to add screening and contain the outdoor storage area to the rear of <br />their building where it is not visible from the street. Staff has reviewed the site and noticed that <br />screening has not occurred to date; that stacked pallets are clearly visible from County Road "C". <br />(Mr. Schuck is attempting to get screening and evergreens in place so that the storage will be <br />totally screened this summer.) <br /> <br />Currently the stored roofing materials are not contained and screened. Remedies discussed have <br />been: <br />1) a rezoning from I-I to 1-2 district, (spot rezoning) <br />2) a change in the zoning text ofI-I zones to allow outdoor storage, (single purpose that <br />has impacts in all 1-1 zones) <br />3) expansion to adjacent a pre-existing non-conforming outdoor storage on the Casci <br />site. (a site within TIF # 15 that the City has been trying to redevelop for 3 years) <br />4) Purchase or lease of the Casci or other building to place materials indoors in an 1-1 <br />zone. <br />5) Purchase or lease of space in an 1-2 zone that would allow outdoor storage while <br />retaining the existing business location as well. <br />6) An interim use permit rather than an emergency permit. <br />7) Do nothing at this time, but review the need for other permits in October-November. <br /> <br />If the Council determines that no other remedies are possible and Allied is in violation of the <br />Council's Emergency Outdoor Storage Permit, it will be required to remove all exterior storage <br />from the site as of December 31, 1999. <br /> <br />2.0 Suggested Council Action <br /> <br />Discuss and provide and direction to resolve the issue. <br /> <br />Q:\ComDev\CityCenter\PF3083\RCA(071999),doc <br /> <br />2 <br />
