County Road C <br />Roseville, Minnesota 55113 <br /> <br />RE: Your Request for Additional Outdoor Storage at Casci Site, 1910 Cty Rd. "C" <br /> <br />Dear Mr. Schuck: <br /> <br />Based on our conversation June 29,1999, for possible expansion of outdoor storage <br />areas, I reviewed the site and noticed that no screening has occurred to date; that <br />stacked pallets are clearly visible from County Road "C"; and that trucks and loaders <br />from your site have gained access and storage on or adjacent to the Casci site to the <br />east. The stored materials are not contained and screened from the Casci site. <br />Remedies discussed with you were: <br />1) a rezoning from 1-1 to 1-2 district, <br />2) a change in the zoning text of I -1 zones to allow outdoor storage, and <br />3) expansion to adjacent a pre-existing non-conforming outdoor storage on the <br />Casci site. Hearings would be required on all these issues. <br /> <br />The purpose ofthis letter is to advise you that I have requested time on the July 19, <br />1999 City Council work session (probably 20 minutes) to discuss your outdoor storage <br />dilemma and the reasons for not adhering to the Council's emergency permit as <br />described below. Outdoor storage is not a permitted use within the "1-1" Light <br />Industrial Zone. New outdoor storage was only approved on your site as an <br />emergency measure. <br /> <br />The intensification of a pre-existing non-conforming outdoor storage use (Casci's <br />outdoor storage) is not allowed by the Roseville City Code, Section 1011.02 which states: <br /> <br />1011.02 <br /> <br />Existing Structures or Uses: Except where specifically limited <br />elsewhere in this Code any nonconforming use may be continued <br />but may not be extended, expanded, intensified, or changed, <br />unless to a conforming use. <br /> <br />Our records indicate that the Roseville City Council granted your request for a <br />temporary extension of continued outdoor storage of emergency materials, through <br />December 31,1999, on your site only at 1920 County Road "C" with the following <br />conditions: <br /> <br />1. All exterior stored materials shall be placed behind the rear building line <br />of the building and screened from view of front and side property lines <br /> <br />1 <br />
