<br />3.5 The expansion of the building as proposed is consistent with the City of <br />Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), <br />including the City's design standards. <br /> <br />3.6 The trash/recycling unit will be housed in the underground garage, as will some <br />of the delivery activities. <br /> <br />3.7 A new freestanding monument sign (3 total) is proposed near the intersection of <br />Snelling and County Road C-2. The sign must be set back 15 feet from each <br />property line, include no more than 75 square feet per monument face, and <br />must be landscaped at the base. <br /> <br />3.8 The proposed landscape plan includes a generous amount of landscaping <br />throughout the site and an adequate screen from the residents across Lincoln <br />Drive. However, based on Council direction, staff has requested the following <br />modifications: <br /> <br />~ <br />G <br /> <br />~ <br /> <br />3.8 <br /> <br />~ In order to understand the site and the impact the proposed landscapiQ.g may <br />have, it is requested that finished grades be incorporated into the landscape <br />plan. <br /> <br />The landscaping adjacent the west side of the proposed addition should be <br />included within a continuous planting bed that includes wood mulch. <br /> <br />Perennials, sucb as hosta and day lilies shall be incorporated in the parking lot <br />island areas, including the County Road C2 access and the large island adjacent <br />Snelling Avenue. (matching plantings in the County Road C2 right-of-way) <br /> <br />, <br /> <br />~ <br /> <br />The plant schedule shall be modified to properly account for all proposed plant <br />material. Currently day lilies are called out in the schedule and hostas are <br />indicated on the plan. <br /> <br />Street trees and planting beds shall be included along Snelling Avenue. <br /> <br />The site shall be fully irrigated and all grass areas be sodded. <br /> <br />Off-street parking for the site is proposed at one (1) space for each of the 82 <br />rooms and 44 spaces for the 122 seat restaurant. Employees of both the hotel <br />and restaurant are required to park across the street in the EagleCrest Terrace <br />parking lot. The site, upon completion of the addition, will have 126 off-street <br />parking spaces. Approval of two recent hotel complexes, Fairfield Inn and <br />Residence Inn. Both were approved with ratios equal to one (1) stall per unit. In <br />addition, Section 1005.01E allows for joint facilities that have differing peak <br />hours of vehicle parking needs because of their differing peak use time periods. <br />Staff has reviewed the Code and the proposal and determined that 126 off-street <br />parking stalls is adequate for the proposed use of the.M acre site as a 82 unit <br />hotel and 122 seat restaurant.
