<br />. <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />DATE: 01/25/99 <br />ITEM NO: <br /> <br />Agenda Section: <br />LAND USE <br /> <br />College Properties, Inc. request to amend the land area of the College <br />Properties/Eagle Crest Planned Unit Development to increase the square <br />footage of the Country Inn and Suites Hotel and restaurant. (PF#3094). <br /> <br />Manager Approval: <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 College Properties, Inc. is requesting an amendment to the south boundary of the existing <br />College Properties/Eagle Crest Planned Unit Development (PUD) in order to increase land <br />area of the development by approximately 1.2 acres. The purpose of the boundary <br />amendment is to accommodate an expansion of the Country Inn Suites Hotel. The three-story <br />addition, matching the existing hotel building, would add 24 more lodging rooms and a 110 <br />seat restaurant. The existing restaurant, Benjamin's, would be razed and the parking lot <br />reconfigured. <br /> <br />1.2 A planned unit development is a zoning district which may include single or mixed uses, one <br />or more lots or parcels, and is intended to create a more flexible, creative and efficient <br />approach to the use of land. In considering proposed planned unit developments, the City <br />considers all standards and purposes of the Comprehensive Land Use Plan to achieve a <br />maximum coordination between the proposed development and the surrounding uses, the <br />conservation of woodlands and wetlands, and the protection of health, safety and welfare of <br />the community. It has also been the City's policy to use this zoning tool for major <br />redevelopment projects where mixes of new and existing uses or site plan flexibility was <br />necessary to complete the project. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 College Properties, Inc. has a purchase option on the 1.2 acre Benjamin's site, which is <br />adjacent to the original planned unit development approved by the City in 1993. The <br />Benjamin's property is located in a "B-2" Business zoning district and the Comprehensive <br />Plan designates the property as Business. Adjacent land uses include single family <br />residential to the west across County Ditch No.4; the existing hotel, the Eagle Crest seven <br />story and three story living facility to the north, and a furniture store to the south; with <br />Snelling A venue the border to the east. <br /> <br />2.2 This property is currently.occupied by Benjamin's restaurant. It is possible that the current <br />restaurant operators may move to the new location within the hotel when completed. The <br />approved 1993 PUD site plan showed this site as an adjacent parcel, to be continued as a <br />restaurant.
