2.3 College Properties, Inc. is proposing the boundary amendment in order to re-design and
expand the facility and increase the size of the hotel. The new mixed use addition to the
hotel would add approximately 7,000 s.f. of space on each of three levels. A total of 81
lodging units will be available.

2.4 When the Benjamin's parcel is combined with the existing hotel parcel, the new combined
site is approximately 2.4 acres in size. The building coverage of the site would be
approximately 17%. Approximately 62% of the site will be impervious surfaces (including
roofs, parking, and walks).

2.5 In conjunction with the application for the PUD, the following documents have been
submitted and reviewed by staff In preparation of this report:

. project narrative/application
. site plan (received 12114/98)
. grading, drainage, erosion control, & utilities plan (dated 12114/98)
. landscape plan (received 12/14/98)
. building floor plan (received 12/14/98)
. exterior building elevations (received 12114/98)

2.6 The architectural design of the building will complement the existing building. The rear
setback of one building comer along Lincoln Drive is proposed for 20 feet instead of the
normal requirement of 30 feet. Exterior building materials will be similar to the existing
buildings, and will include a combination of lap siding, red-brown face brick, and white trim
and windows. The active entry areas (facing Snelling Avenue) have been oriented away from
the residential neighborhood to the west. Building elevations will be presented at the
Planning Commission meeting.

2.7 Trash storage must be inside the building on the lower level; no new exterior trash enclosure
is propopsed. A new freestanding monument sign (3 total) is proposed near the intersection
of Snelling and County Road C-2. The sign must be set back 15 feet from each property line
and landscaped at the base.

2.8 After review with the Ramsey County Property Records Office (Brian Duckworth), a
recombination survey will not be necessary to combine the lot and parcel into one land
holding. The value of the new addition (not in a tax increment district) can be kept separate
from the value of the existing development which is within a tax increment district. A
statement of clarification will be placed in the amended PUD document.

2.9 The concept landscape plan includes a continuation of the street tree planting pattern of the
past phases of the project. Plantings will be clustered in parking lot planting islands and
along the building foundation walls. Screening of the parking from the residential areas must
be added to the plan. Turf will be sod. Grades at the northwest comer of the new building
will be abrupt near the Lincoln Drive entrance to underground parking below the new
addition. Parking (124 spaces) is adequate to serve the multiple uses. Additional information

PF#3094 - RCA (01/25/99) - Page 2 of 4
