REQUEST FOR PLANNING COMMISSION ACTION

DATE: 01/13/99
ITEM NO: 6(c)

Approval: Manager Approval: Agenda Section:
PUBLIC HEARINGS

College Properties, Inc. request to amend the land area of the College
Properties/Eagle Crest Planned Unit Development to increase the square
footage of the Country Inn and Suites Hotel and restaurant. (PF#3094).

1.0 REQUESTED ACTION

1.1 College Properties, Inc. is requesting an amendment to the south boundary of the existing
College Properties/Eagle Crest Planned Unit Development (PUD) in order to increase land
area of the development by approximately 1.2 acres. The purpose of the boundary
amendment is to accommodate an expansion of the Country Inn Suites Hotel. The three-
story addition, matching the existing hotel building, would add 24 more lodging rooms
and a 110 seat restaurant. The existing restaurant, Benw.mrll's, would be razed and the
parking lot reconfigured. ~

1.2

A planned unit development is a zoning district which may include single or mixed uses,
one or more lots or parcels, and is intended to create a more flexible, creative and efficient
approach to the use ofland. In considering proposed planned unit developments, the City
considers all standards and purposes of the Comprehensive Land Use Plan to achieve a
maximum coordination between the proposed development and the surrounding uses, the
conservation of woodlands and wetlands, and the protection of health, safety and welfare
of the community. It has also been the City's policy to use this zoning tool for major
redevelopment projects where mixes of new and existing uses or site plan flexibility was
necessary to complete the project.

'--

2.0 BACKGROUND

2.1 College Properties, Inc. has a purchase option on the 1.2 acre Benjamin's site, which is
adjacent to the original planned unit development approved by the City in 1993. The
Benjamin's property is located in a "B-2" Business zoning district and the Comprehensive
Plan designates the property as Business. Adjacent land uses include single family
residential to the west across County Ditch No.4; the existing hotel, the Eagle Crest seven
story and three story living facility to the north, and a furniture store to the south; with
Snelling Avenue the border to the east.

2.2 This property is currently occupied by Benjamin's restaurant. It is possible that the current
restaurant operators may move to the new location within the hotel when completed. The
approved 1993 PUD site plan showed this site as an adjacent parcel, to be continued as a
restaurant. The PUD approval document does not mention any specific conditions (or
direction) for the development ofthis parcel.

PF#3094 - RPCA (01/13/99) - Page 1 of 4 ~ C\
\ ",fI;'
