Paschke. Thomas

To:
Subject:

Cindy Ridge
Cub Foods

March 4,1999

Ms. Cindy Ridge

Thank you Ms. Ridge for your e-mail regarding the proposed Cub Food grocery store at the south end of Har
Mar Mall. Over the past three weeks City staff have been working with Tim Prinsen of Bradley Real Estate,
managers ofHar Mar Mall, on the proposal to occupy the fonner Homeplace site with a 75,000 + square foot
Cub Food grocery store. This use is a permitted use within the Shopping Center District and requires no special
approval by the Planning Commission or City Council. However, the proposed project and structure will be
required to meet specific City Codes including, but not limited to setbacks, noise, screening, landscaping,
parking, and drainage.

The City Development Review Committee reviewed a proposed site plan which did not meet some of the above
indicated requirements. To date, staff has not received a revised plan for consideration and comment. Our
concerns, like yours, are regarding the loading dock area and its potential impact to the adjacent properties; the
proper facilitation of vehicles into and around the proposed Cub Food store; aesthetic screening of roof mounted
mechanical units; increased landscaping in current buffer strip areas; noise reverberation from mechanical units;
and adequate off-street parking to name a few.

The request before the Planning Commission on Wednesday, March 10, is regarding only the request for a
utility easement vacation and acceptance of a replacement easement. This action, if recommended for approval
to the City Council, does not necessarily allow a Cub Food grocery store to be constructed. This will solely be
based on a site plan meeting Section 1006, 1009, 1010, and 1012 of the Roseville Zoning Ordinance.

It is anticipated that a revised plan will be submitted for staff consideration in the near future. Unfortunately,
because this use is a permitted use under the Shopping Center Zoning District, I have little advise on how your
concerns are addressed, other than through the sensitivity of Roseville City Staff.

Should you wish to speak with me regarding this development proposal, please feel free to cal me at
651.490.2236.

rhomC15 PC15Chke

thomas, paschke@ci.roseville.mn,us
City of Roseville City Planner
2660 Civic Center Drive
Roseville MN 55113 USA
ph.
