My specific concerns, and those raised by my neighbors, are: <br /> <br />1. Parking lot drainage and storm sewers. The current drainage ponds don't work <br />effectively, and we felt little reassurance that the proposed changes would help. The <br />entire question of drainage at the northern end of the property along the east side <br />was not addressed. Will the revisions proposed help or hinder the drainage <br />throughout the entire site? During heavy rains, the Har-Mar parking lot along Burke, <br />Eldridge and Belmont floods, overflowing into those streets and the yards of the <br />closest neighbors. If you would like to see photographic proof of the 1997 flood on <br />Eldridge, please let me know. Also, no one offered a definitive plan for snow <br />placement, which effects drainage during spring melting. At the very least, we feel <br />the storm drainage issue for the entire Har-Mar property should be addressed before <br />allowing any changes to the sections relating only to the proposed Cub addition. <br /> <br />2. We strongly believe the entire question of traffic congestion has not been taken <br />seriously, nor been properly addressed. The proposed routing dumps all the truck <br />traffic along the perimeter roads closest to the neighbors. The truck docks encroach <br />directly into the neighborhood. Because of this layout, trucks will probably enter on <br />Country Road B, follow a widened, higher (more visible and noisy) access road to <br />the truck docks, back in to unload, then circle around to the south and west to exit on <br />Snelling Avenue. The noise, pollution and general disruption will directly impact the <br />vast majority of Har-Mar's neighbors. It is true that the truck docks for Home Place <br />were in the same general location as the Cub proposal, but Home Place was not a <br />24 hour, 16 trucks a day operation. <br /> <br />In addition, Cub expects up to 3,000 transactions a day, which we project to mean at <br />least 2,500 more cars a day (how many buyers car pool to a grocery store?). With <br />the theatres very active in the late afternoon and evenings, the congestion, not to <br />mention the noise and pollution, will be intolerable. Yet, no one from Jerry's or <br />Bradley could offer any traffic statistics -- not a single number -- about the impact on <br />the center and the neighborhood. This issue has not, in my view, been given the <br />very serious attention it requires. We suggest all concerned be condemned to drive <br />around The Crossroads Center (Best Buy and Rainbow) for two hours each Saturday <br />afternoon until they understand what traffic congestion, noise and pollution mean. <br /> <br />1".t\~ <br />
