Adequacy of parking <br /> <br />Through actual parking occupancy surveys on two busy Saturdays, Benshoof <br />detennined that the south parking area (as defmed in the Benshoof report) will <br />provide sufficient parking spaces (about 726 spaces) to meet the needs of the Cub <br />Foods store and to accommodate existing users of the Har Mar Mall who park in <br />this area. Also, Benshoof has determined that the overall number of parking spaces <br />on the Har Mar property (about 2,209 spaces) will meet City Code requirements <br />after completion of the Cub Foods store. <br /> <br />. Additional "No Access Easement" Along Ryan Avenue Frontage Volunteered by Bradley <br /> <br />Currently, there is no access to and from the Har Mar property and Ryan Avenue. The <br />proposed Cub Foods project does not require or propose such access. Additionally, the <br />Benshoof report concluded that no Cub customers from outside the immediate <br />neighborhood will use Ryan Ave~ue or any other local streets to access the Cub Foods <br />store. <br /> <br />To address neighborhood concerns regarding the permanency of this condition, Bradley <br />proposes to grant the City an access easement over the portion of the Har Mar Mall <br />property that abuts Ryan Avenue. The access easement would prohibit ingress to and <br />access from the Har Mar property and Ryan Avenue. The restriction would be recorded <br />against the property and would be binding on future purchasers. <br /> <br />A copy of a proposed "no access" quitclaim deed is attached to this letter as Exhibit G. <br />The form of the instrument is similar to no-access documents the City of Bloomington <br />tYPically requires from developers in similar situations. <br /> <br />. Cart Corrals and Bollards to Discourage Shopping Cart Removal from Bar Mar <br />Property <br /> <br />The proposed Cub Foods site/landscape plan shows 14 cart corrals in the main parking area <br />for shopping cart storage. Based on Cub Foods' experience, the number of proposed cart <br />corrals is adequate to accommodate expected demand. In addition, Cub Foods proposes to <br />add bollards in the middle of walkways to discourage customers from removing shopping <br />carts from the Har Mar premises. Cub employees will patrol the parking lot to police <br />shopping cart usage, as necessary to prevent shopping cart removal. <br />
