LARKIN, HOFFMAN, DALY & LINDGREN, LTD.

Mr. Steven R. Sarkozy
Thomas M. Scott, Esq.
May 28, 1999
Page 16

. Braslau Sound Level Assessment

. Findings and Recommendations Concurred in by Bradley and Cub Foods

David Braslau Associates, Inc. conducted a sound level assessment of the proposed Cub
Foods store to evaluate potential sound level impacts of the proposed facility, including
truck operations and mechanical equipment primarily during nighttime hours. The
objective of this study was to assess compliance with State of Minnesota noise standards of
which the nighttime standards are more stringent and therefore most critical. The Braslau
Sound Level Assessment is attached to this letter as Exhibit H.

Bradley and Cub Foods have reviewed the Braslau Sound Level Assessment. They concur
in its findings and recommendations which are:

. Sound levels associated with truck activity on the Har Mar property.

To minimize sound levels, Bradley and Cub Foods propose to the following
limitations on truck activity during nighttime hours:

. No truck deliveries will be permitted between 11 :00 p.m. and 5 :00 a.m.

. An alternate nighttime truck path adjacent to the building will be used between
5 :00 a.m. and 7:00 a.m.

Based on actual truck counts at a Woodbury Cub Foods store, the maximum
number of trucks expected during any given nighttime hoUr is four (see Exhibit H
Braslau Sound Level Assessment, Table 4.1). This is less than the permitted
number of trucks under state nighttime noise standards. (See Exhibit H, Table 8.1.)
Therefore, the Cub Foods project will comply with state nighttime noise standards.

The duration of peak sound levels projected for the worst case situation (a semi- .
trailer truck with refrigeration unit) will be one second or less because the level
drops off substantially with truck passage. Additionally, the nighttime track, which
will be observed between the hours of5:00 a.m. and 7:00 a.m., will be effective in
reducing sound levels at the homes south of the store.

. Sound levels associated with the enclosed loading dock

For enclosed docks with individual operable overhead doors for each dock, the
estimated noise levels at nearby homes with one refrigerator unit operating would
be about 40 dBA with the doors closed. With the doors open, the noise levels
would be approximately equal to those of an arriving or departing truck with a
refrigeration unit. However, even with two operating refrigerator units, the
