Effects of parking for the Farmers Market and State Fair. <br /> <br />We have carefully addressed all the above questions. For the purposes of our parking <br />analysis and results, we refer to the south parking area as the area south ofthe Cub Store <br />and the small area west of the store and east of the driveway connecting to Snelling <br />Avenue. Major findings from our parking analysis are: <br /> <br />a) The design of the Cub Store will promote balanced, shared use of the south <br />parking area by Cub customers and customers of the theater and other Har <br />Mar businesses. The western part of the south parking area will be preserved <br />principally for use by customers of the theater and other Har Mar businesses <br />because the entrance for the Cub Store is near the eastern edge of the building. <br /> <br />b) In order to effectively respond to questions regarding the adequacy of the <br />parking supply in the south parking area, which were raised by Mr. <br />VanWormer and nearby residents, parking occupancy surveys were performed <br />in the south parking area on two Saturdays: April 17 from I :00 to 4:20 p.m. <br />and May 1 from 2:00 to 8:00 p.m. Special activities occurred on both of these <br />dates. On April 17 the woodcarvers show was occurring plus special <br />functions at Northwestern Book, which attracted many customers (album <br />release, book signing and sale, and live musical performance starting at 3:00 <br />p.m.). On April 17, the peak number of cars parked in the south area was 364 <br />vehicles, which occurred at 3:00 p.m. The Arts and Crafts Fair occurred on <br />May 1. On May 1, the peak number of cars parked in the south area was 123 <br />vehicles, which occurred at 5:40 p.m., followed by 122 vehicles, which <br />occurred at 3:20 p.m. After 6:00 p.m., the maximum number of cars parked <br />was 82 vehicles. <br /> <br />c) After completion of the Cub Store, a total of 726 parking spaces will be <br />provided in the south parking area. <br /> <br />d) To meet City Code requirements and experiences at other Cub stores, a total <br />of 340 spaces are needed for the Cub Store. <br /> <br />e) Adding the 340 spaces required for Cub Store to the peak occupancy of 123 <br />spaces on May 1 results in a total parking demand for the conditions <br />experienced on Saturday May 1 of 463 spaces. This total demand is 263 <br />spaces less than the total parking supply of 726 spaces. <br /> <br />10 <br />
