<br />4.0 Staff Recommendation <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends approval of <br />the request for vacation of utility and drainage easements located on the southeast side <br />of the former Homeplace facility in Har Mar Mall, 2100 Snelling Avenue and recommend <br />acceptance of the new replacement utility easement. <br /> <br />5.0 Planning Commission Action <br /> <br />5.1 On March 10, 1999, after holding the required public hearing, the Roseville Planning <br />Commission recommended approval (5-1) of the request for vacation of certain utility and <br />drainage easements located on the southeast side of the former Homeplace facility and <br />acceptance of a replacement utility easement, based on the findings outlined in Section <br />3.1 of this report. <br /> <br />5.2 During the public hearing, a number of the adjacent property owners addressed the <br />Commission regarding the proposed Cub Food development proposal. Their concerns <br />(letters attached) are regarding (but not limited to) site screening, access, traffic, delivery <br />hours, hours of operation, parking, roof-top mechanical screening and acceptable noise <br />levels, truck dock and trash enclosure locations and site drainage. Although the Planning <br />Commission heard many comments from the adjacent property owners, the Chairperson <br />indicated that they could not specifically address comments/concerns or add conditions <br />because a grocery store is a permitted use. The only comments the Commission and staff <br />could address are those regarding the vacation of specific utility and drainage easement. <br /> <br />6.0 Suggested Alternatives for Council Action <br /> <br />6.1 By resolution (draft attached) approve the Bradley Operating Limited Partnership (for Cub <br />Foods) request for vacation of a portion of certain utility and drainage easements in <br />connection with the rerouting of utility lines located on the southeast side of the former <br />Homeplace, in Har Mar Mall at 2100 Snelling Avenue. Subject to the acceptance of a <br />replacement easement.
