The City <br />will be reasonable in its requirements to base supplemental security on its needs. <br /> <br />Article 18 <br />The City and its Environmental Quality Commission want the businesses to become involved <br />in recycling programs. The City encourages each tenant in the development to recycle as <br />much as practical and that appropriate space and containers be provided in the screened <br />trash receptacle area or by other approved means. The tenants should also provide, as <br />appropriate, recycling containers for their customers' use. A comprehensive plan for <br />recyclingu on site shall be reviewed and approved by the City's staff liaison to the <br />Environmental Quality Commission and the City Code Enforcement Officer prior to <br />occupancy permits being granted. <br /> <br />Article ] 9 <br />The overall noise/general environment concerns generated by this development, especially <br />along the westerly side of the development is a concern of the City. Prior to issuing building <br />permits in this development, the Developer must submit and have approved by the City <br />Council a comprehensive noise/environmental control plan addressing the following: <br />A. Truck traffic routes <br />B. Hours of truck traffic <br />C. Trash/recycling pickup <br />D. Snow plowinWhaulinglstorage <br />E. Placement and shielding of all exterior noise producing motors/equipment, I.e., air <br />conditions, ventilation equipment, etc. <br />F. Parking lot sweepinwmaintenance <br />The comprehensive noise/environmental plan shall balance the operational needs of the <br />development with community impacts. <br /> <br />Article 20 <br />, The City requires all businesses in the community to be licensed. It is the Developer's <br />responsibility to see that each business is initially licensed. The City would like to see a <br />good mix of business/service provided that will enhance our community and not just <br />duplicate services that are already available. The grocery store has been planned as a <br />twenty-four hour store. All other stores on the site, except for the restaurant sites, will have a <br />10:00 PM closing time unless approved by the City Council on an individual business <br />license. <br /> <br />Article 21 <br />The City Council, in general, was satisfied with the architectural building design and material <br />elements presented, however, there were so many changes that the City Planner ~haJJ stamp <br />approve a final detailed colored building facade plan. A copy of the final stamped approved <br />plan shall be given to both the City Clerk and the Developer. The three outfot buildings shalf <br />incorporate similar architectural themes and materials. <br /> <br />-8- <br />
