A sidewalk be added from the County Road E to the bank and from the main drive <br />intersection adjacent to the minor anchor to the bank when the bank is constructed. <br />B. The City Planner review and approve the sidewalk detail as to areas that were to be <br />improved with exposed aggregate, scoring, etc. <br />e. The City Planner shall approve the bike rack and bike rack placement adjacent to <br />Target, a site closer to the grocery store, and a site near the minor anchor. <br /> <br />Article 23 <br />Signage for the site shall be as proposed on the site plan and within City Code requirements <br />for C-2 zoning district. Signage for individual stores shall be uniform in nature and be <br />aesthetically pleasing to the overall development. As per approved plan, there shall be no <br />Target signage on the east side of the building facade. Signage on the building pads will be <br />approved on their individual final detailed site plans and shall blend with the overall signage <br />package. <br /> <br />Article 24 <br />The Developer has asked for exclusive rights to the name "Vadnais Square" for this <br />development. To the extent that the City has control through development approvals and <br />business licenses, the City will support the Developer's request. <br /> <br />Article 25 <br />The City completed a comprehensive traffic analysis of this development and the area in <br />regard to the future functioning of County Road E, etc. If the development is built as <br />planned, it is predicted by the City's traffic engineers that traffic function adequately. Any <br />major change from the approved plan would cause the City to review the traffic analysis to <br />be a part of the City's decision in considering approving a change. Such review analysis will <br />be at the expense of the Developer. <br /> <br />Artide 26 <br />A development of this size will create a lot of disturbance, noise, dust, etc. during <br />construction. The construction hours will be limited to 7:00 AM to 6:30 PM with no work in <br />general on weekends or holidays except that work within an enclosed building or near the <br />35E side of the development that in the opinion of the City Code Enforcement Officer will <br />not affect surrounding properties will be allowed. The City Code Officer will control all after <br />hours work including limited work on Saturdays. Because there are several concerns about <br />construction, all matters in reference to construction will be discussed and documented in a <br />construction site document that will be submitted by the Developer or their representative <br />and approved by the City staff prior to a pre-construction meeting and issuing btJilding or <br />excavation permits. The City will be represented by its Fire Marshal/Code Enforcement <br />Officer, City Engineer, Building Official, Public Works Supervisor and City Administrator to <br />approve construction site practices. <br /> <br />-9- <br />
