All <br />other drives and parking areas must be constructed to seven-ton axle weight design or <br />as required by the City Engineer. <br />The City Engineer and Planner shall approve the final design plans of sidewalks. <br />The City Engineer shall approve the plans and installation of erosion control on the <br />site including any procedures for dewatering. <br />The City Engineer shall inspect the installation of all utility mains on site that are <br />covered by easements. The City Public Works Department will inspect all actual <br />sewer and water connections and meter installation. <br />The City Engineer and City Planner shall approve final detailed design of the westerly <br />buffer area berm. The detaiJed construction plans for the berm and landscaping on <br />the berm shall assure the slopes and berm height integrity can be maintained. <br />The best route for sanitary sewer, because of depth, would be to go northwesterly to <br />Centerville Road. However, if that is not possible, the sanitary sewer lines shall be <br />insulated as required by the City Engineer. <br /> <br />F. <br /> <br />G. <br /> <br />H. <br /> <br />Article 15 <br />The Developer shaH acquire the necessary permits for all improvements they or their <br />contractors make within rights-of-way controlled by Ramsey County or MNIDOT. <br /> <br />Article 16 <br />The following Fire Department recommendations shall be adhered to: <br />A. Water hydrant placement shall be approved by the City Fire Marshal. <br />B. All buildings on site will be required to be sprinklered by an ISO approved fire <br />sprinkler system and monitored on a 24-hour per day basis. Fire Department <br />connections shall be approved by the Fire Marshal. <br />C. The water flow concern in Article 13 A must be resolved prior to issuing a building <br />permit. <br />D. Fire lane requirements, placement of extinguishers, exit door signs, etc., will be <br />established on site by the Fire Marshal. <br />E. Fire Department lock boxes will be provided on site as required by the City Fire <br />Marshal. <br />F. All hydrants within the development shall be kept painted red and have snow <br />removed around them promptJy. <br /> <br />Article 17 <br />CommerciaVretail development puts a burden on policing and the City's tax pOrtion is <br />limited, therefore, the City has a long-term goa,l to have supplemental poUcinglprivate <br />security in its City Center District so that commercial development does not financially <br />burden the remainder of the community. Until there is a unified supplemental security force <br />in the Vadnais City Center areal the Developer, by this Special Use Permit, shall provide <br />supplemental security for both interior (in buildings) and exterior (in parking/grounds) areas <br />on an as needed basis (as initially recommended by the Ramsey County Sheriff's <br />Department), The Developer will be required to submit a comprehensive security pmn to.be <br /> <br />~7- <br />
