CONCLUSION <br /> <br />------- <br /> <br />... <br />......,... <br /> <br />Perhaps the greatest impact on the properties and/or development around <br />the church is that of the lack of a setback along the south side of <br />Eldridge Avenue. Of course, there are existing single-family homes <br />across the street that would be considerably enhanced if there was a <br />grass strip south of Eldridge as required. This requirement has, been in <br />effect since the initial Zoning Ordinance was adopted in 1959. We do <br />not know at what point this parking area might have been built up to <br />the right-of-way line as it is today. It may have been built that way <br />before 1959. <br /> <br />Though the construction of the additional parking area contiguous to <br />Hamline Avenue does not trig-ger the dedication of the additional 10 <br />feet of right-of-way, the issuance of the variance to the site in other <br />areas triggers the 10-foot dedication requirement., In most cases, <br />churches do not oppose such dedication since churches rely on the <br />traffic capabilities provided by the major thgf,otJghfare system for their <br />members to get to and from the facilities. (n fact, most churches' are <br />located contiguous to one or more such thoroughfares for that very <br />purpose. <br /> <br />It should be noted that in recent hearings regarding the reconstruction <br />of Hamline Avenue (to be done next summer), the church opposed the <br />construction of a sidewalk on the east side of Hamline Avenue. This <br />opposition was noted even though the walk was to be constructed <br />without being assessed to church property. It was assumed that the <br />construction of such a walkway would be an asset to people walking to <br />and from the church facilities. The Hamline Avenue improvement <br />program now includes the construction of such a walkway on the other <br />side of Hamline Avenue. <br /> <br />It would be helpful if <br />provided for over time. <br /> <br />the appropriate setbacks <br />The options may include: <br /> <br />and <br /> <br />curbing <br /> <br />were <br /> <br />a) Achieving some agreement with the congregation as to changes In <br />improvements on a staged basis; <br />b) Require the improvements now; and <br />c) Issue the variances requested without conditions. <br /> <br />'--- <br />} <br />
