<br />2.3 Section 1004.01A lists the following applicable requirements for allowing accessory <br />buildings. <br /> <br />~ Including accessory structures, principal structures, pavement surfaces, and <br />concrete surfaces, the total impervious surface of each residential lot shall not <br />exceed 30%. <br />~ The size of the accessory building shall be limited to 40% of the required rear <br />yard area. Rear yard is defined as that portion of the yard on the same lot with <br />the principal building, located between the rear building line as specified in the <br />yard regulations and the rear lot line extending the full width of the lot. <br />~ The overall area of attached garage space and or detached accessory building <br />space shall not exceed the floor area of the main level of the principal <br />residential structure on the property. <br /> <br />3.0 STAFF COMMENTS & FINDINGS <br /> <br />3.1 The applicant proposes a 208 square foot addition onto the existing 779.88 square foot <br />accessory building, creating a structure 987.88 square feet in size. A conditional use <br />permit per Section 1004.01A.12 of the City Code is required for an accessory structure <br />totaling a square footage between 865 and 1,008 square feet. Staff interprets the Code <br />to allow the existing attached 8 by 12 foot (96 square feet) structure as a separate shed <br />with a separate entrance, in a pre-existing condition. <br /> <br />3.2 The existing (780 sJ.) and proposed (208 sJ.) accessory structure will be utilized for <br />storage and maintenance ofthe five (5) duplexes that lie directly adjacent to 3104/3106 <br />Fairview Avenue. Staff considers the accessory building to be associated with the <br />principal structures on the parcel identified as 3104/3106 Fairview Avenue. <br /> <br />3.3 The proposed accessory building addition will not create additional traffic nor the need <br />for additional public facilities. With proper exterior building treatment, drainage, and <br />landscaping, the building will not have an impact on surrounding property or values. <br />There appears to be no impact on general health, safety, and public welfare. In <br />addition, the project complies with the Comprehensive Plan designation as low density <br />residential uses. <br /> <br />3.4 Conditions may be attached to the CUP that would mitigate the impact on adjacent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional exterior storage. <br /> <br />PF3147 - RCA (09/27/99) - Page 2 of 4 <br />
