<br />ADJACENT LAND USE <br /> <br />The project site is bounded on the east by Cleveland A venue and on the west by Interstate <br />Highway 35W. Directly east along Cleveland Avenue are office warehouse buildings. <br />To the north across Centre Point Drive are office/warehouse buildings. The existing <br />Veritas office building and a vacant parcel is located north of the project site and west of <br />Centre Pointe Drive. <br /> <br />SITE LANDSCAPING, LIGHTING AND TRAILS <br /> <br />The proposed site design will be preserve the distinctive City/MnDOT wetlands south of <br />this parcel. These wetlands will be the focal point of the project's site design. <br />Additionally, landscape amenities will be added to complement and re-affmn the <br />distinctive natural setting. A greenway trail system will be retained along the wetlands <br />through the site to naturally weave the natural setting to the built environment and to <br />provide passive recreational opportunities for workers and residents alike. A patio that <br />overlooks the wetland is proposed that will allow workers to enjoy the views of the <br />wetlands during breaks and lunch. All these site design features will create a development <br />project that superbly characterizes the features of a harmoniously office park setting <br />envisioned by the developers of the overall Business Park development and underscored <br />in the PUD. <br /> <br />Lighting will be provided that meets the security requirements of the office workers. <br />Additionally the lighting will be designed to reduce glare and light pollution on the <br />surrounding properties and roads. This feature will provide distinctive and value <br />enhancing amenities for the project. <br /> <br />ENVIRONMENTAL IMP ACTS/ENVIRONMENTAL ASESSMENT <br />WORKSHEET (EA W) <br /> <br />In March of 1997, the City Council made a "negative declaration"on the EA W. This <br />decision thus indicated that the Centre Point Business Proposal does not have the <br />"potential for significant environmental effect" and that no additional environment <br />review is required. <br /> <br />The proposed amendment to the overall PUD development package does not present a <br />substantial change in the originally proposed project and should not necessitate the <br />preparation of an EA W. The ISP also indicates that design changes are permitted if the <br />design change does not cause a "material adverse effect" on air quality. The following <br />analysis of traffic impacts will indicate that no material adverse effects will result from <br />the proposed project and amendment changes. <br />
