A complete utility, lighting, paving, grading, site, landscape, signage, and <br />drainage plan have been submitted for approval by the City prior to <br />consideration of the final development plan. Landscaping in rights-of-way will <br />require permits from the appropriate units of government. <br /> <br />3.6. In the future, the City may purchase (or receive in another manner) a portion of <br />the Sunrise site approximately 64 feet in width along the entire north property <br />boundary for expansion of Rosebrook Park. <br /> <br />3.7. Because very few of the assisted senior residents will have vehicles, off-street <br />parking space (39) for employee, residents and visitors is sufficient. The <br />applicant has demonstrated proof of parking to one (1) space per living unit. <br />(This will be included in the PUD document.) <br /> <br />3.8. The attached R-PUD is written to allow an assisted living facility with an <br />underlying zoning of R-3, General Residential with certain development <br />restrictions. <br /> <br />3.9. The project as proposed is in harmony with the general purpose and intent of the <br />City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />3.10. The proposed project will not adversely affect the public health, safety, or <br />general welfare. It will reduce traffic and noise; extend pathways to Oakcrest <br />Avenue, while also providing new landscaping and on-site ponding. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the findings outlined in Section 3 of this report, staff recommends <br />approval of the second reading of the zoning map amendment to R-PUD, and the <br />FINAL development plan and text for a residential planned unit development <br />(R-PUD) that allows the construction of a 79 unit, three (3) story senior housing <br />assisted living facility on the Knights of Columbus site, 2555 Snelling A venue. <br /> <br />5.0 PLANNING COMMISSION CONSIDERATION <br /> <br />5.1 On January 12, 2000 the Roseville Planning Commission held a public hearing <br />regarding this request. At the meeting, a number of residents voiced their <br />support for the Sunrise proposal and one resident opposed the development. <br />The Commission asked general questions and indicated their support of the 79 <br />unit assisted living facility. <br /> <br />4 <br />
